Study On The Effect Of Environmental Policy In Inner Mongolia From The Perspective Of Three Wastes Treatment

Policy effect evaluation is a kind of behavior to evaluate the effect of policy implementation from three aspects of benefit,value and efficiency through a certain procedure.Through the evaluation of China’s environmental policies,we can know whether the final effect of these policies has achieved the original expected goal.Since the18 th CPC National Congress,it has been clearly pointed out that we should vigorously promote the construction of ecological civilization,strive to build a beautiful China and realize the sustainable development of the Chinese nation.As an economically underdeveloped region,Inner Mongolia should take corresponding environmental policies to improve the effect of pollutant control,which has become the main task of improving the environment.Therefore,the treatment of three wastes has important practical significance.There are three major problems in the environmental policy of "three wastes" :first,the environmental policy of Inner Mongolia lags behind the national policy in terms of time and content;The results of the three wastes environmental policies are quite different,which is caused by the imbalance of government investment in environmental protection;The lack of coordination between the subject and the object of the policy and the uncoordinated development of the overall plan have resulted in irreparable ecological losses at the expense of the ecological environment.Based on the comprehensive model of policy implementation and the theory of public governance,this paper uses entropy method and multiple regression method to evaluate the effect of environmental policy on three wastes in Inner Mongolia,and finds out the reasons that affect the effect of the policy.First of all,referring to the environmental policy effect index system in previous studies,according to the actual situation in Inner Mongolia Ecological Environment Bulletin,the environmental policy effect evaluation system of three wastes in Inner Mongolia is constructed;The entropy weight method is used to determine the weight,and the final score reflects the environmental policy effect of waste gas,waste water and general solid waste in Inner Mongolia.Secondly,according to the theoretical model and the actual situation of the region,the influencing factors of the effect of environmental policy are determined from three dimensions,and the problems in the implementation of environmental policy are found by multiple regression analysis.The results show that: the intensity of government governance promotes the effect of environmental policy,and the level of local energy consumption hinders the effect of environmental policy.Finally,aiming at the problem,it is to improve the effect of environmental policy of "three wastes" in Inner Mongolia,and promote economic development by improving the technical level;Improve the level of government pollution prevention and control;Social participation in environmental governance.So as to provide reference suggestions and results for the effective implementation of the local government’s three wastes environmental policy.
