On Legal Issues Of Water Pollution Control In The Yellow River Basin

Since the 20 th National Congress,the Yellow River basin ecological protection,as a key link of National Ecological Protection and development,has become the top priority of our country’s ecological environment management.In addition,with ecological protection and high-quality development in the Yellow River basin rising to become a major national development strategy,the protection of water eco-environment in the Yellow River basin,especially the treatment and protection of water resources,has also become the key research topic of eco-environment treatment in China in the future.In recent years,our country has regulated and protected the ecological environment in the Yellow River basin from many factors such as water,soil and biology.Among them,water pollution control is the key and primary link of water environmental problems.At present,with the adoption and promulgation of the law of the People’s Republic of China on the protection of the Yellow River,the water pollution in the Yellow River basin of our country has been improved on the whole,but there are still some legal problems in the process of treatment and implementation,the main performance is the legal norm system is not perfect,the legal system is not perfect,the law enforcement main body is difficult to cooperate and the legal responsibility is not clear and so on four aspects.Therefore,on the basis of strict compliance with the law of the People’s Republic of China on the protection of the Yellow River,combined with the current situation of water resources management in the Yellow River basin,appropriate and reasonable measures are taken,it is necessary to solve a series of problems in water pollution control in the Yellow River basin.This paper is divided into five chapters: the first chapter mainly introduces the background and purpose of water pollution control in the Yellow River basin,and the theoretical and practical significance of the legal mechanism of water pollution control in the Yellow River basin.The second chapter summarizes the water pollution treatment of the Yellow River basin,analyzes the water pollution characteristics,treatment concept,treatment status,the importance of treatment and protection,and the treatment results achieved at present,finally,the theoretical basis of water pollution control in the Yellow River basin is introduced.The third chapter is based on the law,from the angle of environmental justice theory,green development theory and environmental co-governance,combining the“Yellow River Protection Law” and governance practice,the main existing problems of water pollution control in the Yellow River basin are analyzed and summarized.Chapter IV analyses some typical river basin management experiences at home and abroad,taking the Yangtze River basin and the Huai River River basin as examples at home,and the Tennessee River River in the United States and the Rhine River in Europe as examples abroad,through the analysis and comparison of the Yellow River basin water pollution treatment of our enlightenment,in order to the Yellow River basin water pollution treatment mirror.Chapter five,from the strategic perspective of ecological protection and high-quality development in the Yellow River basin,based on the law on the protection of the Yellow River and the legal problems existing in the current river basin governance,to coordinate in the areas of legislation,law enforcement,administration of justice,etc.,some suggestions were put forward,such as perfecting the legal system of water pollution control in the Yellow River basin,perfecting the legal system of water pollution control in the Yellow River basin,coordinating the relationship between the law enforcement bodies of water pollution control in the Yellow River basin,and clarifying the legal responsibility of water pollution control in the Yellow River basin,to solve relevant problems pertinently,to realize the systematic and comprehensive treatment of water pollution in the Yellow River basin,and to ensure the stability of the Yellow River.
