Research On The Legal Issues Concerning The Management And Protection Of The Lianjiang River Basin In Huishui County

The Lianjiangg River is under the water system of the Hongshui River in the Pearl River Basin.It originated from Dangwu Town in Huaxi District and was injected into Hongshui River via Huishui and Changshun to Luodian.It is the main tributary of the upper reaches of the Longtan Reservoir of the large reservoir in Guizhou.It is the only river that guarantees the agricultural irrigation water intake of the 100,000-mu basic farmland protection area of Guizhou’s first dam.It is the Wanyan Cave-Swallow Cave.Tens of thousands of white-winged feathers migrate.The necessary conditions are the main lifeline of the social,economic,political and cultural development of Huishui County in the Minnan Miao and Buyi Autonomous Prefecture.It is known as the mother river of the county’s 460,000 good-looking children.However,with the population growth,industrialization and urbanization accelerated,the Lancang River is under increasing pressure and has become a prominent bottleneck restricting the sustainable and healthy development of the local area.If this situation is not reversed as soon as possible,water resources are difficult to bear.The water environment is unbearable,and people and nature are difficult to be harmonious,and sustainable development will be seriously threatened.The first part of the paper,the first chapter,mainly reviews the current situation of the protection and management of the Lancang River Basin through field research,and introduces the basic situation of Huishui County and the Lianjiangg River Basin and the current water environment quality of the Lianjiangg River Basin.The second part of the paper,the second chapter,summarizes the problems existing in the current Lianjiangg River Basin through the research materials,namely,industrial pollution,agricultural and domestic pollution,tourism pollution,and local management of the Lancang River Basin.The combination of science and management’s responsibilities crosses these natural or man-made causes to threaten the Lancang River.Therefore,we need to use legal means to further manage and protect the Lianjiangg River Basin.The third part of the thesis,Chapter 3,analyzes the current status of the current legislation of the Lianjiangg River Basin in terms of legislation,judiciary,law enforcement and river length system,and analyzes the shortcomings of these aspects.Lay the foundation for the discussion below.The fourth part of this paper,the fourth chapter,is the legal countermeasures for the management and protection of the Lianjiangg River Basin.Through the analysis and consolidation of the problems in the management and protection of the Lianjiangg River Basin,combined with the actual situation of Huishui County,and drawing on foreign experience,From the perspectives of legislative guarantee,judicial relief,strengthening law enforcement,and implementing the river system,the author puts forward legal countermeasures for the management and protection of the Lianjiangg River Basin.
