Study On Pollution Control Of Fishery Vessels In Putuo District Of Zhoushan City Based On SFIC Model

The research on the prevention and control of fishery ship pollution started relatively late,but with the development of fishery,the pollution of fishery ship has become one of the important pollution sources of Marine environment and atmospheric environment,and the pollution control of fishery ship has received more and more attention and become a research hotspot in many fields.No matter at the international,national or local level,attention has been paid to environmental pollution by fishing vessels.The Report of the Party’s 20 th National Congress and the 2022 Government Work Report have put forward stricter requirements on the prevention and control of water and air pollution to ensure the safety and sustainable development of our environment.Therefore,effective measures should be taken against the environmental pollution caused by fishery ships.In this paper,from the perspective of collaborative governance,the pollution control of fishery ships in Putuo District of Zhoushan City was studied,and compared and analyzed with the international rules for the pollution control of fishery ships.Combined with the theory of collaborative governance and the theory of holistic governance,the current situation of the pollution control of fishery ships in Putuo District was analyzed.Based on the SFIC model,this paper analyzes the problems and causes of cooperative control of fishery ship pollution in Putuo District at the present stage,and combines the successful control experience of foreign fishery ship pollution in order to play a certain reference role in cooperative control of fishery ship pollution in Putuo District of Zhoushan City.Finally,combining with the actual situation of Putuo District,feasible measures are proposed to improve the collaborative control of pollution from fishery ships in Putuo District.The thesis consists of six parts: one is the introduction.The purpose is to explore the background,significance,domestic and foreign research status,research ideas,technical routes and methods of the research topic.Second,the concept and theoretical basis.In order to construct the theoretical framework of this paper,the overview of fishery ship pollution,the theory of collaborative governance and the theory of overall governance are expounded.Third,international rules.This paper introduces the international rules of air and water pollution prevention and control of fishery ships and makes a comparative analysis with Putuo District.Fourth,the status quo.This paper expounds the current situation of fishery ship pollution control in Putuo District of Zhoushan City,and discusses the existing problems in the collaborative control of fishery ship pollution in Putuo District of Zhoushan City from four aspects: initial conditions,leadership catalysis,system design and collaborative process.At the same time,in-depth analysis of the internal causes of various problems.Fifth,experience.This paper introduces the advanced experience in collaborative control of fishery ship pollution in major foreign ports and provides reference.Sixth,optimize the path.In order to improve the pollution control level of fishery ships in Putuo District of Zhoushan City,the corresponding measures are put forward from four aspects:strengthening public awareness,improving leadership catalysis,improving system design and strengthening collaborative process support.
