At present,the transformation of energy structure is the inevitable path to achieve the goal of "double carbon".Natural gas,a low-carbon energy source,can play a bridge and support role in the energy transformation,and has a broad development space.With the rapid development of natural gas industry,the project of natural gas pipeline construction also increases year by year.The rapid development of natural gas pipeline construction projects has put forward higher requirements for project management.Risk management is an important part of project management and its importance cannot be ignored.In addition,if a safety accident occurs in the construction project of natural gas pipeline,it will bring great damage to the life safety of the project construction personnel and even the surrounding residents.Therefore,it is very necessary to analyze and study the risks in the construction stage of the natural gas pipeline construction project,which can identify the risks of the construction project,and the risk control measures proposed can improve the risk management level of the natural gas pipeline construction project.This paper takes X natural gas management construction project as the research object,and analyzes the risks in its construction stage.Based on the overview of the research background and significance,the current analysis status of pipeline construction and risk assessment around the world is studied.This paper analyzes the characteristics of natural gas pipeline construction projects and the difficulties in project management.Based on the definition and process of project risk management,it determines the development risk of X natural gas pipeline construction project at the construction stage.It adopts WBS-RBS to decompose project risks and identify the main risks of the project.The analytic hierarchy process and fuzzy comprehensive evaluation method are used to evaluate the risk of X natural gas construction project,and according to the result of risk evaluation,the countermeasures and implementation guarantee of the measures are proposed.Through this study,it is found that X natural gas pipeline construction project has a wide range of operations and complex terrain.There are many obstacles in the working belt;The construction risks of X natural gas pipeline project are identified by using WBS-RBS model.There are five kinds of risks in the construction link of X natural gas pipeline project,which are management risk,environmental risk,facility risk,technical risk and personnel risk.The AHP method and fuzzy comprehensive evaluation method are used to evaluate the risks existing in X natural gas pipeline construction project and conclude that the construction risk level of X natural gas pipeline construction project belongs to the general level,among which the firstlevel risk evaluation indexes are as follows in descending order: Personnel risk > management risk > technology risk > equipment risk > environment risk.Personnel ability risk,system risk and operation risk rank the highest among secondary risk factors.In order to cope with the construction risks of the X natural gas pipeline construction project,it is necessary to implement risk countermeasures from the five aspects of strengthening personnel safety training,strengthening the management level at all stages,ensuring the safe operation of equipment,improving the technical level of the project and construction environment management and control,and at the same time to ensure the implementation of risk countermeasures from the three aspects of institutional support,organizational support and information support.
