Abstract/Summary:
The Yellow River Basin is an important regional economic belt and ecological barrier in China, but its ecological environment is fragile, the load of resources and environment is high, the economic development is insufficient and the quality of development needs to be improved. In 2019,ecological protection and high-quality development of the Yellow River Basin have become a major strategic direction under the new development pattern.Industrial agglomeration as an important feature of national or regional economic development, regional economic growth and ecological environment will have an impact, manufacturing agglomeration promotes the economic development of the Yellow River Basin, but also brings environmental problems, the contradiction between the economic development and ecological protection of resource-based cities in the Yellow River Basin is increasingly prominent, how to ensure that manufacturing agglomeration on the ecological efficiency of resource-based cities in the Yellow River Basin has always played a positive role in promoting,so as to promote the high-quality development of the Yellow River Basin is a problem worthy of our deep consideration. This article first starts from classic theories such as view of ecological civilization, external economies of scale theory, industrial location theory, new economic geography theory, and competition theory, laying a theoretical foundation for studying manufacturing agglomeration and ecological efficiency;Secondly, the mechanism of the impact of manufacturing agglomeration on ecological efficiency is studied from both the positive and negative aspects. It is analyzed that manufacturing agglomeration has a positive effect on ecological efficiency through knowledge technology spillover, human capital accumulation accumulation and reducing pollution control costs, and a negative effect on ecological efficiency through increasing pollutant emissions and technological innovation;Once again, the agglomeration level of the manufacturing industry is calculated using location entropy, and the ecological efficiency value is calculated using the super efficiency SBM model including unexpected output,to analyze regional heterogeneity; Finally, based on the collected statistical data of 42 resource-based cities in the Yellow River Basin from 2006 to 2020,the Tobit model and spatial econometric model were used to empirically analyze the overall and heterogeneous impact of manufacturing agglomeration on the ecological efficiency of resource-based cities in the Yellow River Basin. The empirical results show that:(1)The manufacturing agglomeration of resource-based cities in the Yellow River Basin shows a trend of first declining and then rising, high in the east and low in the west, weakening in the lower, middle and upper reaches, and the agglomeration degree of different urban types is sorted from largest to small:regenerative, mature, declining and growing.(2)The overall ecological efficiency is on the rise,in terms of regional differences, the ecological efficiency value in the east is higher than that in the west than in the middle, and in comparison between the upstream and downstream, the downstream is greater than the middle stream than the upstream, sorted by city type:growth>regenerative>mature>Decaying type.(3)The agglomeration of manufacturing industry in resource-based cities in the Yellow River basin has a significant positive impact on ecological efficiency, and has a significant spatial spillover effect. The level of economic development and scientific and technological investment can significantly increase the value of ecological efficiency.Industrial structure, the level of opening up and population size have no significant impact on ecological efficiency, and the results are still valid after the endogenous and robustness tests.Further using the regulatory effect for mechanism testing,it was found that manufacturing agglomeration promotes the accumulation of human capital, which is conducive to the improvement of ecological efficiency. From the perspective of regional heterogeneity,a detailed analysis can be conducted. From the comparison between upstream, midstream, and downstream cities,it can be seen that manufacturing agglomeration in upstream and midstream cities has a non-significant negative impact on ecological efficiency, while downstream cities have a non-significant positive impact on ecological efficiency. From the empirical analysis of different urban types,it can be seen that the agglomeration of manufacturing industries in growth and mature cities has a insignificant positive effect on ecological efficiency, declining cities have a insignificant negative impact, and regenerative cities have a significant negative effect on ecological efficiency. In the end, based on the research findings,a series of policy recommendations are proposed from the aspects of developing manufacturing industry according to local conditions, improving technological innovation level, adjusting industrial structure, deepening opening-up,and promoting ecological efficiency through regional coordination.
