With the frequent occurrence of oil spill accidents in recent years,oil spill emergency equipment warehouses have been established in coasts with good environmental conditions.Compared with other construction projects,the oil spill emergency equipment depot project has the characteristics of different system composition,strong professionalism and complex technology,which leads to the uniqueness of risk management.At present,the risk management used in the construction project has not studied the emergency equipment warehouse.Therefore,the systematic risk identification,evaluation methods and tools are used to study the risk management of the oil spill emergency equipment warehouse project,which can not only strengthen the project construction risk management mechanism,but also ensure that the risk of the entire project is within the controllable range.This article takes the construction risk of No.Ⅲ ship oil spill emergency equipment depot as the research object,and conducts systematic research by applying risk management theoretical knowledge combined with on-site investigation.First of all,after explaining the main situation of the project construction,the current situation of risk management and the issues of risk factors are explored,and the main sources of the project construction risk are preliminarily clarified.Secondly,comprehensively use Delphi method,Statistical analysis table method and field investigation method to identify project risk factors,and identify four major aspects: early decision-making risk,construction preparation risk,construction management risk,and environmental impact risk during construction.a risk factor.Based on the above data,we established the engineering construction risk set.Thirdly,based on the project risk identification results,a risk evaluation index system is established,and the weight of each index factor of engineering construction risk is determined by using the method based on combined weighting.Based on this,the gray clustering evaluation method is used to establish the project construction risk evaluation model.The grades of risk indicators affecting the project construction are obtained,and the project risk of this study is determined to be medium.Lastly,according to the project risk assessment results,the relevant control measures are put forward for the high risk and medium risk of engineering construction.Through the systematic research on the risk management construction of oil spill emergency equipment depot for ship III,this paper gradually strengthens the risk prevention and control and minimizes the losses caused by various risks to the construction of engineering projects,in order to provide targeted guidance for the construction of similar projects in the future.
