| The quantity and quality of high-level talents often determine the regional and core competitiveness.The problem of high-level talents introduction is not only a problem for the development of enterprise itself,but also relate to local economic and social development.Therefore,the government’s function of ensuring high-level talents through policies is becoming more and more important.Under the background of the current national "two-carbon" strategy,energy conservation and carbon reduction and green transformation of the energy and chemical industry are urgent.The transformation and development of the energy and chemical industry needs a large number of high-end talents,and the flow of talents in the industry will be further intensified.Ningdong Energy and Chemical Industry Base(hereinafter referred to as "Ningdong Base")is located in the northwest energy industry rich area,which is far away from the southeast coastal energy and chemical industry high-end talent gathering area.How to optimize the development of unique high-level talent introduction policy under the geographical constraints is key for the transformation and development of coal chemical industry and high-quality development process of Ningdong Base.Based on the high-level talent introduction policy of Ningdong Base as the research object,through field investigation and questionnaire survey,this paper systematically reviews the industrial development of Ningdong Base and high-level talent introduction policies since 2017.At the same time,try to push and establish theory and demand level,compared the domestic advanced chemical park talent introduction policy implementation,It is founded that there are some problems in the high-level talent introduction policy of Ningdong Base,such as lack of top-level design and reasonable planning,serious homogeneous competition of talent introduction policy,structural imbalance of talent supply side,backward development of "soft environment" of talent introduction,low participation of all parties involved in policy implementation,and the specific reasons for these problems are analyzed.Based on the actual industrial development of Ningdong Base,and the advanced experience of domestic and international high-level talent introduction policy,this article puts forward five aspects suggestions on optimizing the high-level talents introduction policy of Ningdong Base.It includes focusing on industrial development,perfecting the top-level design of talents work,optimizing the policy system of high-level talents with Ningdong characteristics,attaching equal importance to the introduction and internal education of high-level talents,creating a livable and career-friendly talent development environment and strictly implementing the high-level talents policy.These will provide useful advices for further expanding the scale of Ningdong Base of high-level talent team and promoting Industrial transformation and development. |
