With the rapid development of global economy,world’s energy needs are growing ever so faster.And oil and gas are still holding priority in terms of energy consumption all over the world.For Republic of Kazakhstan,which has tremendous amount of resources,and for China,the world’s fastest growing economy,oil and gas are industry is the ultimate driver of mutually beneficial cooperation.The potential benefit of this cooperation for Kazakhstan can be seen in development of country’s oil and gas industry,infrastructure,labor market and the economy as a whole.For it’s cooperation partner,China,it is a strategic advantage,crucial both for putting “Belt & Road”initiative into action and for energy security of the biggest consumption market of the world.This cooperation,which began in 1994,is undoubtedly a remarkable example of trade and diplomacy between two developing countries.That said,there are ways to optimize and improve,and both countries have shown willingness and ability to do so.This research concentrates on the important topic of Human Resource Management in Sino-Kazakh Oil & Gas Joint Ventures(IJV),specifically on the localization of talent in those entities.Keeping the multicultural and multilingual work environment in mind,it is important to maintain work efficiency of employees,and localization of talents is known to be very useful in terms of IJV operational efficiency.The purpose of this research,therefore,is to understand the theoretical basis for such a claim,and provide insight into the current situation of talent localization in Sino-Kazakh Oil & Gas IJV’s.While almost all researches conclude the universal benefit of implementing talent localization policy,this is a complex subject which still requires a complex analysis.The instrument for analysis of this subject is qualitative analysis of transcripts of interviews with local and Chinese employees of Sino-Kazakh Oil & Gas IJV’s,utilizing inductive and deductive analyses.This study uses qualitative methods to understand the current situation of this topic.This method is based on the theory of localization of human resource management in international joint ventures,and provides a deep perspective for talent localization strategy.This research is applied to Sino-Kazakh petroleum joint venture project,using the knowledge of cultural differences and geopolitical factors,and collecting the research work and achievements of Chinese and foreign researchers.The research consists of theory and practice.After the establishment of the necessary theoretical basis,through collecting information from the perspective of employees,and through the above analysis methods to deal with,to achieve practical research.This method helps to reveal some potential factors that can not be directly seen in the localization of talents.Qualitative analysis results show that there are some problems in localization of talents in Sino-Kazakh petroleum joint venture project,and some possible improvement measures are put forward.As a result,this research provides an insight to the current situation of talent localization,as well as giving an explanation of fundamental reasons and tendencies of talent localization execution,and constructive advice to both sides of the cooperation.The most important limitation of this research is time,and secondly,qualitative analysis by itself can not suffice the needs of deep understanding of this phenomena.
