| The report of the 20th National Congress The 20 th Tenth Report emphasized the need to actively promote the transformation of development methods,vigorously cultivate green,ecological and low-carbon industries,strengthen pollution prevention and control,and accelerate healthy development.Green and low-carbon development is in fact a form of economic growth and lifestyle characterised by efficient and sustainable development,relying heavily on the use of clean energy and the innovation of green technologies.Environmental regulation is inextricably linked to technological innovation and bias in technological progress.The study of the relationship between environmental regulation and biased technological progress has great strategic guiding significance for implementing the new development concept of the Yangtze River Economic Belt,gradually achieving carbon peak carbon neutrality,further promoting the energy revolution,realizing regional green and coordinated development,and enabling the green,high-quality and sustainable economic development of the Yangtze River Economic Belt.This paper first compares the literature on environmental regulation and biased technological progress at home and abroad,and reviews it.Following this,the paper provides a conceptual definition of environmental regulations,classifies their types,and then analyzes the internal mechanisms of the impact of environmental regulations on directional technological progress.The entropy weight method was used to calculate the formal and informal environmental regulation indexes of 11 provinces and cities in the Yangtze River Economic Belt from 2004 to 2017,and the comparison and trend analysis were carried out.This is followed by the construction of a three-factor CES production function for capital,labour and energy,which improves the standardised supply-side system method by breaking the limitation of simplifying the generalised technical progress parameter to 1 in the three-factor CES production function.The method was used to measure the biased technological progress index,scale factor,factor elasticity of substitution,technology enhancement parameter and technology curvature of 11 provinces and cities in the Yangtze River Economic Belt from 2004 to2017,and Further empirical analysis was conducted to determine the direction of technological progress in the Yangtze River Economic Belt and to investigate the impact of environmental regulations on its directional technological progress.The study shows that:(1)from 2005 to 2017,Technological progress in the eleven provinces and cities of the Yangtze River Economic Belt has shown a dual bias towards energy and capital,and this state reflects the development trend of technological progress to a certain extent.(2)The production efficiency of both energy and labour in the Yangtze River Economic Belt has increased accordingly,but the production efficiency of capital has shown a decreasing trend.(3)Informal environmental regulations and formal environmental regulations are negatively correlated with the energy-labour biased technological progress index,the higher the intensity of environmental regulations in the provinces and cities of the Yangtze River Economic Zone,the more it can promote the bias of technological progress in favour of labour factors,so that the marginal output of labour factors can be improved;informal environmental regulations and formal environmental regulations are positively correlated with the energy-capital biased technological progress index.The higher the intensity of environmental regulations in the provinces and cities of the Yangtze River Economic Zone,the more it can promote technological progress in favour of the energy factor,resulting in an increase in the marginal output of the energy factor;the higher the intensity of environmental regulations in the provinces and cities of the Yangtze River Economic Zone,the more it can promote technological progress in favour of the labour factor,resulting in an increase in the marginal output of the labour factor;the higher the intensity of environmental regulations in the provinces and cities of the Yangtze River Economic Zone,the more it can promote technological progress in favour of the labour factor,resulting in an increase in the marginal output of the labour factor.The higher the intensity of environmental regulations in the Yangtze River Economic Zone provinces and cities,the more it can promote the bias of technological progress in favor of labor,resulting in a higher marginal output of labor factors.(4)On the whole,the higher the intensity of environmental regulation,the greater the bias of technological progress towards labour and energy factors,and the stronger the bias towards labour factors than towards energy factors.Finally,This paper tries to put forward some policy suggestions based on the research conclusions.Each region in the Yangtze River Economic Belt should reasonably and effectively control environmental regulation policies,increase labour force skills training,Increase investment in green technology innovation research and development,promote technological progress,optimize and upgrade the industrial structure,and achieve sustainable,high-quality,and environmentally friendly development in the Yangtze River Economic Belt. |
