In the moment that the contradiction between resources and environment is increasingly prominent,the extensive use of energy has brought a lot of pollution,how to improve the energy efficiency and reduce pollution has become the hot topic in society,the green technical progress biased to clean production provides a new idea for us to solve these two problems at the same time.If appropriate environmental regulation can promote green technical progress,and this can progress to reduce pollution emissions by increasing energy efficiency,then environmental regulation can complete the dual goal of energy saving and emission reduction.This paper reviews the existing literatures on environmental regulation and energy efficiency research,based on strictly distinguishing the concept of energy efficiency from total factor efficiency and total factor productivity,mechanisms of impact of environmental regulation on energy efficiency is analyzed in the perspective of biased technical progress,then the current situation of China’s energy and environmental regulation is analyzed.By using panel data of 30 provinces in China from 1998 to 2013,the SBM model based on global DEA technology,Global Malmquist-Luenberger(GML)productivity index and entropy value method are used to calculate energy efficiency,green technical progress index and environmental regulation intensity index,then the impact of environmental regulation on energy efficiency through green technical progress is empirically tested.The results show that: the energy efficiency of eastern region is higher than that of central region,the energy efficiency of central region is higher than that of the western region;The green technical progress index of eastern region is higher than that of central and western regions;the environmental regulation intensity of eastern region is higher than that of central region,the environmental regulation intensity of central region is higher than that of western region;there exists a "U" shaped relationship between environmental regulation intensity and green technical progress;the improving effect of green technical progress on energy efficiency decreases from east region to west region and the effect in west region is not significant;the level of opening up promotes energy efficiency,industrial structure,energy consumption structure and urbanization are not conducive to the improvement of energy efficiency.
