Environmental Regulation,energy-biased Technological Progress And High-quality Economic Development

The Chinese economy is moving in the direction of high-quality development.In the past,the extensive development method that relied on excessive consumption of energy and simply pursued economic growth is no longer in line with the current new development concept of green innovation.In 2020,General Secretary Xi Jinping put forward the new development goals of "carbon peak" and "carbon neutral" at the Climate Ambition Summit.The comprehensive green transformation of economic development mode has become the main concept of future economic development.Because environmental problems have external characteristics,it is difficult to solve environmental problems purely by market mechanisms and must rely on strong environmental regulatory policies to achieve this.In addition,environmental regulations can force enterprises to carry out technological innovations.Among them,energy-biased technological advances oriented towards the use of energy conservation elements play a vital role in reducing environmental pollution and reducing carbon emissions.Therefore,energy-biased technological progress has become the main way to solve the dilemma of economic development and environmental protection.How to make good use of energy-biased technological progress as a means of energy saving and emission reduction to realize the promotion of environmental regulation to high-quality economic development has great significance.This article starts from the perspective of energy-biased technological progress,takes energy-biased technological progress as an intermediary variable between environmental regulation and high-quality economic development,and aims to construct a direct effect mechanism of environmental regulation on high-quality economic development,and improve Energy-biased technological progress is an indirect mechanism of transmission,which provides theoretical support for how my country can guide enterprises to transform energy-saving low-energy production methods through environmental regulations,realize energy-biased technological progress,and achieve high-quality economic development.First of all,this article combines relevant literature research to construct the direct mechanism of environmental regulation on high-quality economic development and the indirect mechanism of environmental regulation on high-quality economic development through energy-biased technological progress,and put forward the two major hypotheses of this article.The CES production function is used to derive and verify the related action mechanism.Secondly,the entropy method is used to measure the intensity of environmental regulation and the level of high-quality economic development,and the CES function is used to measure the energy-biased technological progress index of each region for research.Thirdly,using the data of 30 provinces in China’s mainland from 2006 to 2017 as empirical samples,based on the spatial measurement model,it analyzes the specific adjustment effects of environmental regulations and energy-biased technological progress on the high-quality economic development.At the same time,the analysis and analysis of regional heterogeneity are carried out.Robustness test to prove the credibility of the empirical results.Finally,the mediation effect model is used to verify the specific conduction effect of environmental regulations on energy-biased technological progress in the process of high-quality economic development.From the analysis of indicators,we can see that although my country’s environmental regulations and high-quality economic development are on the rise,they are still at a relatively low level.The overall high-quality economic development needs to be improved and regional development is not balanced.Although the value of energy-biased technological progress is negative,the specific value shows the trend of becoming smaller,which shows the characteristics of energy-saving factors in general.The empirical results show that:(1)The spatial effect shows that environmental regulation has a significant direct effect on the high-quality economic development and presents a significant U-shaped characteristic as the intensity of regulation changes.When the intensity of environmental regulation crosses the inflection point,it changes.In order to have a significant role in promoting high economic quality,it can be seen from the analysis of regional heterogeneity that the current intensity of environmental regulations in some regions has not yet reached an inflection point.(2)The analysis of the intermediary effect shows that environmental regulations and energy-biased technological progress both promote high-quality economic development.The transmission mechanism is a means of environmental regulation to promote high-quality economic development by promoting energy-biased technological progress,and it is obtained from the empirical results.It comes out that energy-biased technological progress is an intermediary variable for environmental regulation to affect high-quality economic development.Finally,according to the research conclusions,policy recommendations are put forward in terms of increasing the intensity of government environmental protection policies,improving environmental regulation,stimulating independent innovation of enterprises,promoting energy-biased technological progress,adopting differentiated environmental regulation strategies,and promoting regional coordinated development.
