Since reforming and opening,our country economy develops rapidly,and its economic aggregate has become the second largest in the world.As the pillar industry of national economy,industry has made great contribution to economic growth.However,industrial development needs to continuously invest a large amount of resources and energy,but also continuously discharge a large number of industrial "three wastes",which has a serious impact on the ecological environment.According to the China Carbon Neutrality Comprehensive Report 2020 released by the Energy Foundation,in 2020,China’s energy consumption per unit of industrial added value will be 5-8 times that of developed countries,and energy consumption per unit of GDP will be 1.5 times that of the world average.Since the 18 th National Congress of the Communist Party of China,Xi Jinping has repeatedly stressed the need to firmly implement the new development concept of "innovation,coordination,green,openness and contribution".In 2021,the Sixth Plenary Session of the 19 th CPC Central Committee pointed out that the concept of green development should be firmly implemented and high-quality economic development should be promoted.Therefore,in order to accelerate the high quality development of Chinese economy,we must accelerate the transformation of industrial green and improve the total factor productivity of industrial green.Previous studies have found that technological progress makes the greatest contribution to economic growth in the process of industrial transformation and development,and is also the key driving force for long-term and stable economic growth.These studies often assume that technological progress is neutral.However,in the actual production process,technology introduction or innovation and resource endowment difference will change the marginal productivity of input factors,so that technological progress has a bias.Therefore,based on this background,it is of great significance to analyze the influence of biased technological progress on industrial green total factor productivity,and to understand the characteristics of Chinese technological progress and play the promoting role of technological progress on industrial green total factor productivity.Based on the theory of sustainable development,this paper first analyzes the influence mechanism of biased technological progress on industrial green total factor productivity.Secondly,the super-efficient SBM model is selected to measure the industrial green total factor productivity.Thirdly,the biased technological progress index is calculated by using the transcendental logarithmic production function.Then,using panel Tobit model,this paper empirically analyzes the influence of biased technological progress on industrial green total factor productivity,and on this basis,makes threshold regression analysis.Finally,summarize the conclusion and put forward policy suggestions.The results show that:(1)China’s industrial green total factor productivity shows a "U" trend.(2)China’s industrial and technological progress is biased towards capital.(3)Biased technological progress can promote the industrial green total factor productivity,and there is regional heterogeneity.(4)When property right structure,enterprise scale and energy consumption structure are taken as threshold variables,biased technological progress can promote industrial green total factor productivity.According to the research conclusion,thesis puts forward some policy suggestions from the aspects of strengthening regional cooperation,increasing R&D investment and choosing the appropriate path of technological progress. |
