| In response to the problem of global warming,General Secretary Xi Jinping put forward the "dual carbon" development strategy goal,which fully demonstrates China’s responsibility as a major country in dealing with global climate change.On the other hand,the realization of the "dual carbon" goal is also conducive to alleviating the severe situation of serious environmental pollution and increasingly tight resources in China.Environmental regulation is a necessary means to achieve China’s "dual carbon" goal,and green technology progress is the internal driving force to promote the realization of China’s "dual carbon" goal.In real life,what role environmental regulation and green technology progress play on carbon emissions,and what is the impact mechanism of environmental regulation and green technology progress on carbon emission intensity are the main issues to be studied in this paper.Few existing studies have included environmental regulation,green technology progress,and carbon emissions in a unified research framework,and no unified conclusions have been drawn about the relationship between the three.Based on the "Porter hypothesis",spatial economics theory,sustainable development theory and externality theory,this paper puts forward the research hypothesis of the impact of environmental regulation and green technology progress on China’s carbon emissions by combing and analyzing the existing literature.The spatial measurement method was used to reveal the spatial characteristics of China’s carbon emissions,and a spatial econometric model was established,and the panel data of 30 provinces in China from 2001 to 2020 were used to empirically analyze the impact of environmental regulation,green technology progress and the synergy mechanism on China’s carbon emissions.Finally,according to the research results,it provides policy suggestions for the government to promote the development of carbon emission reduction in China.Through empirical analysis,it is found that China’s carbon emissions have significant spatial agglomeration characteristics,and there are positive spatial spillover effects on carbon emissions in various provinces in China.Environmental regulations have not significantly inhibited China’s carbon emissions;However,the progress of green technology has a significant inhibitory effect on China’s carbon emissions;At the same time,the synergy of environmental regulation and green technology progress can effectively curb China’s carbon emissions;Further research shows that there are certain regional differences in the impact of environmental regulation and green technology progress on China’s carbon emissions.Based on the above conclusions,the following suggestions are put forward: 1.Strengthen the coordinated governance of carbon emissions in various regions: deepen the concept of resource sharing by building a coordination mechanism between regions;Attach importance to the cooperation and sharing of technological innovation in various regions,and increase investment in technological innovation;Form a cross-regional collaborative environmental governance system and establish linkage policies for environmental regulation.2.Continuously improve China’s environmental regulation policies: comprehensively consider a variety of influencing factors when formulating policies,and grasp the appropriate intensity of environmental regulation;Pay attention to the implementation of environmental regulatory policies and implement administrative punishment mechanisms;Increase public participation in environmental regulation and establish effective complaint channels.3.Strengthen the promotion of green technology progress: strengthen policy support for green technology innovation activities;Guiding credit resources to enterprises actively engaged in green technology research and development and low-carbon industrial sectors;Establish relevant systems to protect the research results of enterprises with advantages in green technology progress.4.Implement carbon emission reduction policies according to local conditions: pay attention to the differences between China’s eastern,central and western regions,and design more reasonable low-carbon development strategies and carbon emission reduction policies based on the economic development level,ecological environment foundation and industrial structure of each region.5.Accelerate the optimization and upgrading of industrial structure: vigorously develop low-carbon industries,eliminate technologically backward and highly polluting industries,accelerate the transformation of the energy structure,increase investment in low-carbon technology research and development,and promote green and low-carbon industrial development. |
