Research On The Willingness And Influencing Factors Of Public Participation In Government Water Environment Governance

Water resources is one of the natural resources on which human beings depend for survival.The condition of water environment is directly related to the future of mankind.As a public affair related to the well-being of people’s livelihood,water environment governance needs not only government governance,but also public participation and cooperation.Public participation is an important part of water environment governance.It is the only way from "governance" to "better governance".It is also the meaning of promoting the construction of ecological civilization and practicing the road of sustainable development.Based on this,this paper aims to study the public participation willingness in water environment governance of Foshan city,as well as to explore the influencing factors of public participation willingness.Data and information are collected through field visits and questionnaires.The influencing factors and indicators of public participation willingness in water environment governance are summarized,which are attitude,perceived behavior control,environmental awareness,system supply and behavior norms,baseing on the theory of TPB and Exit&Voice Mechanism.According to the questionnaire data,this paper analyzes the current situation and willingness of Foshan residents participation in water environment governance,and then makes an empirical study on the influencing factors of willingness by using multiple linear regression method.The empirical results show that attitude,perceived behavior control,environmental awareness,institutional supply and behavior norms have a significant positive impact on participation willingness.Finally,this paper puts forward relevant suggestions according to the influencing factors of willingness.The measures are as follows: improve the government’s water environment governance,strengthen the concept of responsibility,improve the supervision system,strengthen information disclosing;Encourage public participation,multiple forces jointly to promote public participation in water environment governance.It will help to improve the willingness of the public to participate in the government’s water environment governance through these channels,and providing reference for the other governance to improve public willingness.
