Study On The Mechanism Of Jointly Establishing Cross-Region Ecological Environment In The Yangtze River Economic Zone

Along with our country’s ecological environment on the economic development of the constraints intensified,the ecological environment co-construction of the Yangtze river economic belt has also become the focus of attention.The Yangtze River economic belt runs through the east and west and connects the north and the south,it covers a wide area,but the economic development level of nine provinces and two cities is unbalanced,the difference in resource endowment is also very obvious,the contradiction between energy supply and social development and environmental load is outstanding,every province and city faces different ecological problems and the return on investment is different,it has brought obstacles to the ecological construction of the Yangtze River economic belt.This paper takes the cross-regional ecological environment co-construction mechanism of Yangtze river economic belt as the research subject,follow the "problem discovery-problem analysis-problem solving" paradigm,completed the comprehensive analysis of the mechanism for the inter-regional eco-environmental co-construction of across the Yangtze River economic belt.Firstly,the construction of Yangtze river economic belt at home and abroad is summarized,supply-side reform and the relationship between ecological environment,local governments collaborate on environmental governance issues,co-construction in responsibility to apportion standards and related achievement,it is based on previous research results,in-depth analysis of the Yangtze river economic belt,the environmental problems of the Yangtze river economic belt are summarized,in the light of the connotation of ecological and environmental cooperation,the necessity,practical predicament,and train of thought for the establishment of a cross-regional ecological environment for the Yangtze River economic belt are proposed.Then,combining with the development of the Yangtze River economic belt,it summarizes the differences,and puts forward the influencing factors of regional development differences in the Yangtze River economic belt from the aspects of historical basis,policy environment,location conditions,economic structure,and human capital;secondly,construct an evaluation index system and model for the inter-regional eco-environmental development of the Yangtze River economic belt,combine the economic,environmental and resource data of the Yangtze River economic belt in 2006-2017,the assessment of the coordinated development of the economy,environment and resources of the provinces and cities in the Yangtze River economic belt was carried out,the comprehensive development of various provinces and cities is summarized,it reveals the development trend of different regions,it provides a reference for the further coordinated development of ecological co-construction of economic belt.This paper evaluates the ecological environment investment in the Yangtze river economic belt,according to the evaluation results,urban ecology investment in the Yangtze River economic belt can be divided into four levels,at the same time,based on the assessment level,a proposal was put forward for the co-construction of the ecological environment input coordination mechanism for the Yangtze River economic belt;finally,it puts forward the principles,subjects,ways and systems of the Yangtze river economic belt’s cross-regional ecological environment co-construction mechanism,through policy,law,administrative management and scientific and technological innovation,we will jointly push forward the new breakthrough of the cross-regional ecological environment construction of the Yangtze river economic belt.
