Study On Poyang Lake Ecological Governance Across Administrative Regions

As the largest freshwater lake in China,Poyang Lake is an important reservoir of water resources in the middle and lower reaches of the Yangtze River.It is an important wetland and wintering habitat for white cranes.It plays an important role in ensuring social and economic development in Jiangxi and even in the middle and lower reaches of the Yangtze River.In recent years,the ecology of Poyang Lake has improved,but there are still many contradictions between lake ecological protection and economic and social development,especially the challenges of cross-administrative ecological governance.At present,the situation of ecological control of Poyang Lake is very urgent: in the past 12 years,the water level of Poyang Lake has declined rapidly,and the situation of water resources utilization has become more serious;due to agricultural non-point source pollution,increased domestic sewage discharge,industrial water pollution,sand mining,the water environment situation is not optimistic,the water quality of the outlet section of Poyang Lake is in the fourth category;due to the change of hydrological situation,water quality deterioration and overfishing.The biodiversity of Poyang Lake is declining due to the influence of engineering construction and other factors.The Eighteenth National Congress of the CPC,Jiangxi provincial governments at all levels have resolutely implemented Xi Jinping's Thought of Ecological Civilization,firmly established the "four consciousness",constantly improved their political position,firmly shouldered the political responsibility for the construction of ecological civilization,deepened the responsibility of both party and government for the protection of the ecological environment,and accelerated the pace of the governance of Poyang Lake,in terms of laws and regulations,governing institutions and organizational systems,governing methods and rule of law.Many effective measures have been taken,especially in the long-term system of rivers and lakes,and remarkable results have been achieved.The ecological environment of Poyang Lake has been greatly improved.However,there are still some dilemmas in the cross-administrative ecological governance of Poyang Lake,such as deviations in governance behavior,difficulties in the formation of joint efforts and inadequate governance capacity.The problems in the cross-administrative ecological governance of Poyang Lake include the inherent contradiction of "tragedy of the commons" and the imperfection of the governance mechanism,which are manifested in the imperfection of the cooperation mechanism of the government,the immaturity of the market regulation mechanism and the imperfection of the public participation mechanism.Finally,under the guidance of relevant theories and combined with the practice of ecological governance of Poyang Lake,this paper puts forward the countermeasures and suggestions of ecological governance of Poyang Lake from three aspects: government,market and public.Firstly,we should promote the coordinated governance of cross-administrative governments,including the establishment of an overall and coordinated organizational system and the improvement of the benefit-sharing mechanism of collaboration.Secondly,we should give full play to the decisive role of the market in the allocation of ecological resources,properly handle the relationship between the government and the market,actively cultivate the trading system of the ecological service market,expand and standardize the government's purchase of ecological services,and hand over some functions of ecological management to the market;we should focus on promoting public-private cooperation mechanism in the construction and operation of infrastructure such as sewage treatment and garbage disposal,and explore water resources.Market-oriented model of environmental governance.Thirdly,we should actively guide public participation.In the process of ecological governance in Lake areas,the government must attach great importance to the public's strength,strengthen the cultivation of public ecological civilization concept,establish and improve various rules and regulations for public participation in ecological governance,open channels for public participation in ecological governance,and promote public participation in environmental protection in an orderly manner according to law.
