| Currently,only a small number of towns have achieved harmless disposal of domestic garbage.Problems such as garbage fences in a small derivative area and garbage dumping are prominent in recent years.New and growing garbage disposal sittings are necessary.In the future,waste incineration power plants will be deployed in more provinces and cities,and grassroots governments are bound to face a more severe "anti-incineration wave." In recent years,the government has begun to use compensation as an important policy tool to promote the construction of non-hazardous garbage disposal facilities.However,the current academic research on the effect of avoidance compensation is still controversial,and even the opposite result has appeared.The emergence of this contradiction is the result of the joint action of the compensation procedure and the compensation method.This research adopts the method of empirical analysis to explore the influence of different compensation procedures and methods on the compensation effect at the community level.The study found that when the government provides the public with appropriate space for participation in the compensation policy and provides compensation for public goods,the compensation effect is the strongest.Specifically,the reasons are as follows.First,in terms of public participation,government trust and the perception of procedural fairness are important antecedent variables that affect the compensation effect.At the same time,the two variables of government trust and perception of procedural fairness act as an intermediary between public participation and the compensation effect.Secondly,in terms of compensation methods,there are two intermediary variables of personal benefit perception and collective benefit perception between different compensation methods and the effect of compensation.But no matter what kind of compensation method,the influence of collective interest perception on the compensation effect is greater than that of individual interest compensation.Finally,based on the research results,this article puts forward the following recommendations: promote the establishment of a negotiation mechanism for stakeholders to participate in the formulation of compensation policies;and innovate the methods of compensation in compensation policies. |
