With the continuous development of national new urbanization,China in the new era is about to form a new urban system,which will be more open,unified and globalized.Under the spatial pattern of coordinated development of new urban belt,urban agglomeration and urban circle,domestic urban infrastructure construction will be further improved.While people’s living standard can be improved,it is the consumption of natural resources and the generation of a large amount of construction waste.At present,China’s construction industry is in the transition period from rapid development to high-quality development.Although great attention has been paid to sustainable development,there is a problem of insufficient attention to the resource management of construction waste.At present,the total utilization rate of resource utilization of construction waste in China is far lower than that in western developed countries and regions,and some pilot cities and demonstration bases have not attracted much response,Moreover,there is still a phenomenon of discarding construction waste without any treatment in many areas.The systematic management of the construction waste recycling industry is relatively complex,involving multiple participants including the government,construction enterprises,other enterprises and consumers.Its industrial development is affected by many factors.It is impossible to establish and improve the construction waste recycling management mechanism,but the formulation standard and measurement basis of the construction waste recycling management policy of our government can not be verified.Therefore,in today’s slow development environment of construction waste recycling,how to give better play to the effectiveness of government policies and realize the scientific and efficient development of construction waste recycling industry has become a problem that needs more and more attention.Based on this,this paper constructs the evolutionary game model of relevant stakeholders and makes numerical simulation on the model,which can provide reference for the scientific decision-making of the government.Firstly,this paper introduces the current situation and relevant theories of construction waste resource management at home and abroad,and introduces in detail the research methods such as economic man hypothesis theory and evolutionary game theory,which are the theoretical basis of this paper.Secondly,based on the current situation and problems in China,this paper establishes the evolutionary game model of construction waste recycling between the government and construction enterprises,and analyzes the shortcomings of the development of the industry through the simulation results.Then it expounds the deficiencies,causes and necessity of public participation in management under the current situation.Based on the above analysis,the public is introduced into the construction waste resource management system as the interest subject,and considering the impact of each party’s different strategic choices on other parties,the public Based on the evolutionary game model of the government and construction enterprises,this paper analyzes the different strategic choices of various actors and the determination of evolutionary stability point under the change of influencing factors.Finally,the evolution of the three parties is numerically simulated by MATLAB software.Through the analysis of the results,we can understand that public participation has become an indispensable force in the current construction waste resource management.Based on the above research conclusions,this paper provides feasible suggestions for creating a favorable environment and promoting the development of construction waste recycling industry.The results show that if the success rate of government regulation is high and the public motivation is weak,the government can actively regulate;On the contrary,passive supervision is adopted to achieve the goal of low cost and high efficiency.The development of construction waste recycling industry is closely related to public life,and the main focus of the government is the overall interests of the society.Without the constraints of the construction waste recycling management mechanism,although it has a negative impact on the social environment,construction enterprises will still choose the strategy with higher income.The public pursues their own interests in social life,and the public is the direct influencer of the environment.When construction enterprises have an adverse impact on the social environment,it touches the vital interests of the public.At this time,the public will inevitably choose to actively participate in the management,so as to make the construction waste recycling industry develop better and better.Figure [22] table [12] reference [29]... |
