Research On Collaborative Management Of Safe Production In Zhaoqing H Chemical Industry Park

In recent years,chemical accidents happen frequently,causing great economic losses and casualties.Since chemical products are inflammable,explosive and corrosion-prone,unsafe behaviors in the production process are easy to cause major safety accidents.Therefore,it is of great significance to improve the supervision system of chemical safety production and improve the efficiency of supervision to prevent chemical accidents.On the basis of summarizing the research status of safety production supervision in chemical parks at home and abroad,based on government supervision theory and collaborative governance theory,the framework of collaborative governance system of safety production in chemical parks is constructed from four dimensions of collaborative governance,namely "target selection-main body composition-operation mechanism-guarantee conditions".On this basis,taking the safety production supervision of H Chemical Industry Park in Zhaoqing City as a case study,using research methods such as questionnaire survey and field interview to collect first-hand data,and using SPSS statistical software,this paper systematically analyzes the current situation,problems and causes of safety production supervision of H chemical industry Park,and then gives countermeasures and suggestions for chemical safety collaborative governance.The results show that:(1)The collaborative governance system framework of production safety constructed in this study has applicability in the management of chemical production safety.(2)There are a series of problems in the safety governance of H chemical industry Park,such as different participation degrees of collaborative governance subjects,poor collaborative operation mechanism and lack of security conditions.(3)On the basis of analyzing the causes of the problems,based on the framework of the safety collaborative governance system,it puts forward policies and measures such as optimizing the safety collaborative governance system of government departments,implementing the role of chemical enterprises in the governance of production safety at the source,strengthening the cooperation of multiple subjects to form joint supervision,improving the operation mechanism of safety collaborative governance,and improving the guarantee conditions of safety collaborative governance.
