| Inner Mongolia Autonomous Region is rich in coal resources and widely distributed,and the coal types in the eastern and central regions are different.Since2011,its coal reserves have ranked first in the country.Inner Mongolia Autonomous Region with abundant coal resources,rapid development of the economy,the growth of GDP.Now,with national economy enters the new normal,19 the fifth plenary session stressed to high-quality development as the theme,the supply side of the structural reform as the main line,must advance with the energy revolution,and the autonomous region of coal industry in vulgar development model has caused the excess production capacity,supply and demand imbalance and a series of problems such as environment pollution,the environmental pollution problem is most serious.Therefore,the study on environmental efficiency of coal industry in Inner Mongolia Autonomous Region has important practical significance.Environmental efficiency as one of the important indicators of evaluation of the quality of the environment,is focusing on the analysis of current situation of the development of coal industry in Inner Mongolia autonomous region environment effective way,it is only by comprehensive evaluation of the efficiency of coal industry in Inner Mongolia autonomous region environment,to develop and take effective measures to improve,so as to achieve the sustainable development of coal industry in Inner Mongolia economic purpose.Based on relevant data,this paper calculates the environmental efficiency of Inner Mongolia coal industry in the past ten years,studies the differences in environmental efficiency,and makes empirical analysis on some uncontrollable factors(including economic development level and urbanization rate,etc.)that affect environmental efficiency.Furthermore,it provides policy references for the development of the coal industry and the optimization and upgrading of related industries in Inner Mongolia Autonomous Region,so as to realize the goal of promoting economic growth without sacrificing environmental quality on a large scale.This paper first discusses the related concepts of environmental regulation,environmental regulation efficiency and the theoretical knowledge involved and included.Secondly,it analyzes the development of Inner Mongolia coal industry and the status quo of environmental regulation.This paper studies the development of coal industry in Inner Mongolia in the last ten years,including the total output and total consumption of coal industry.The investment and effect of environmental regulation on coal industry in Inner Mongolia Autonomous Region were studied.Thirdly,the environmental regulation efficiency of Inner Mongolia coal industry is evaluated comprehensively.The DEA data model is mainly used to evaluate the environmental regulation efficiency of Inner Mongolia and nine prefecture-level cities,including the selection of indicators,the selection and introduction of models,and the source and processing of data.Finally,the comprehensive efficiency is analyzed to further evaluate the effect of environmental regulation.Then,the influence factors of environmental regulation efficiency in Inner Mongolia coal industry are analyzed empirically.The Tobit model is used to empirically study the specific influences of factors such as economic development level,industrialization level and urbanization level on the efficiency of environmental regulation,and find out the main influencing factors,which serve as an effective basis for putting forward policy suggestions in the last chapter.Finally,put forward the Inner Mongolia coal industry environmental regulation policy optimization suggestions.Aiming at the environmental problems brought by the development of Inner Mongolia coal industry and the efficiency of environmental regulation,the paper proposes to transform the economic development mode.Increase the investment of environmental funds;Establishing independent environmental regulatory agencies;Implementing differentiated energy development policies;Suggestions on perfecting the legal system of environmental regulation and improving the transparency of environmental information. |
