Research On Problems And Countermeasures In The Implementation Of Green Development Policies Of Phosphorus Chemical Industry In Mianzhu City

Mianzhu phosphorus chemical industry structure is unreasonable,the industrial layout is scattered,phosphorus chemical enterprises in the production process of industrial solid waste pollution of the environment and a series of problems have become the main contradictions that restrict the green,low-carbon,high-quality development of the phosphorus chemical industry in Mianzhu City,the continued promotion of global carbon neutral,Mianzhu phosphorus chemical industry more urgent transformation and upgrading of green development.In order to promote the green development of the phosphorus chemical industry in Mianzhu City,the Mianzhu Municipal Government has implemented relevant policies formulated by higher government departments and introduced a series of policies to promote the green development of the phosphorus chemical industry in Mianzhu City in response to its local characteristics.This paper takes the implementation of the green development policy of the phosphorus chemical industry in Mianzhu City as the research object.Firstly,through a comprehensive review of the current situation and the effectiveness of the implementation of the green development policy of the phosphorus chemical industry in Mianzhu City,we analyze and conclude that the implementation of the phosphorus chemical industry in Mianzhu City is initially effective in completing the elimination of backward production capacity,building a circular economy industrial chain of sulfur,phosphorus,titanium and lithium,ecological environment management,and comprehensive utilization rate of phosphogypsum.Secondly,this paper uses a combination of field survey method and interview method to explore the problems and causes in the implementation of the green development policy of the phosphorus chemical industry in Mianzhu City,and combines the real problems with the policy implementation theory,and uses the Smith implementation process model as the analysis framework,and finds that the implementation of the green development policy of the phosphorus chemical industry in Mianzhu City is characterized by weak policy operability,inefficient implementation of the executive agencies,inefficient implementation of the phosphorus The main reasons for this are the deficiencies of the policy system,the lack of capacity of implementing agencies,the lack of comprehensive quality of phosphorus chemical enterprises and the lack of policy publicity,and the immaturity of the policy environment.In this paper,we propose countermeasures to improve the policy system of green development of phosphorus chemical industry in Mianzhu,improve the implementation capacity of the executive agencies,enhance the enthusiasm of the target groups to participate in the policy and create a good policy environment,so as to provide relevant ideas for the local government to promote the green development of phosphorus chemical industry in policy formulation and optimize policy implementation,and further improve the policy It will further improve the accuracy and effectiveness of policy implementation and accelerate the implementation of the policy.The current policy research on the green development of the phosphorus chemical industry at home and abroad is mainly at the macro level,focusing on the current situation and dilemma of the development of the phosphorus chemical industry and the evolutionary stage of the industrial policy,and then proposing a sound policy system for the green development of the phosphorus chemical industry,but almost no research has been conducted at the micro level of policy implementation.As a mature resource-based city with abundant phosphate resources,Mianzhu City has an advantageous position in developing phosphorus chemical industry.This paper takes the implementation of the green development policy of phosphorus chemical industry in Mianzhu City as the research object,and discusses the problems and causes in the implementation process,which to a certain extent broadens the current research ideas of phosphorus chemical industry policy and also provides an opportunity for the local governments of mature resource-based cities to carry out industrial upgrading of resource-based cities and other local governments to carry out industrial upgrading of phosphorus chemical industry.It also provides some reference for local governments in mature resource-based cities to carry out industrial upgrading in resource-based cities and other local governments to carry out green development of phosphorus chemical industry.
