Study On The Practice Of Beautiful Villages’ Construction In Zhejiang Province Under The Guidance Of "Two Mountains" Theory

Zhejiang province is the place where “Two Mountains” Theory was proposed and being practiced,and also the start place and national practical example of Beautiful Villages’ Construction Project.Since the first time the General Secretary Xi Jinping put forward the scientific theory that “lucid waters and lush mountains are invaluable assets”,Zhejiang province has been unswervingly exploring its way constructing beautiful villages for long with policy changes under the guidance of “Two Mountains”Theory.Zhejiang’s practice has pacing the whole nation,leading a profound reform over the view of ecology,human,regulations,culture and so on,forming experience of beautiful villages’ construction with exemplary and reference significance.Under the guidance of “Two Mountains” Theory,Zhejiang province has carried out a series of practical explorations with demonstrative significance in the construction of beautiful villages,promoting green development,shared development,innovative development and coordinated development.Meanwhile,there’re still some issues in the practice of beautiful villages’ construction in Zhejiang province.For example,the results of rural ecological environment governance is uneven and the environmental supervision system is not that perfect;the awareness of rural residential planning is not strong,and the participation of the masses is not sufficient;the development of green industry is not further enough and the guiding mechanism is not perfect;the rural governance system is imperfect and the level of autonomy is not high enough.In view of these issues,it is necessary to comprehensively promote rural ecological improvement,improving the efficiency of environmental supervision;comprehensively improve the level of rural planning,giving full play to the main role of the masses;focus on rural policy guidance,promoting the integration of green and industries;adhere to policy guidance and optimize the quality of industrial development;adhere to the guidance of Party building,optimizing the rural governance system.From the perspective of “Two Mountains” Theory,this paper studies the practice of beautiful villages’ construction in Zhejiang province,summarizes the main issues in it,and deeply considers ways to further promote the beautiful villages’ construction in Zhejiang province under the current new background of comprehensively promoting national ecological civilization construction and Zhejiang’s construction of “Important Window” and “Demonstration Area of Common Prosperity”,so as to contribute reference and ideas on the construction of beautiful villages for all other place.
