Since the 18th CPC National Congress,General Secretary Xi has repeatedly put forward the importance of building ecological civilization and developing green economy.The nineteen major reports of the party also indicate that developing green economy is the core of building the harmonious co-existence of man and nature.At the same time,the No.1 central document emphasizes that we should comprehensively promote the revitalization of the countryside.The primary task is to promote the development of green agriculture.Sewage treatment project is a major livelihood project and green development project.It is an important environmental protection measure to improve the utilization efficiency of water resources,and it is one of the important urban public infrastructure.When the local government’s financial capacity can not meet the funds for investment and construction of public infrastructure projects,PPP mode,because of its unique advantages,can effectively solve the problem that government departments can not meet the investment and operation of public infrastructure projects by using the power of social capital.At the same time,China’s new sewage projects must adopt PPP mode of construction and operation.In recent years,China has fully implemented the concept of green development,among which the most prominent environmental infrastructure construction is an important measure to speed up the sewage treatment.The construction of PPP project for sewage treatment is affected by many factors,which may cause various complex risks,such as long-term operation,unpredictable important factors,participation of various subjects,complex approval procedures,etc.,which involve a wide range of aspects,and greatly increase the difficulty of comprehensive supervision.Therefore,the rapid development of sewage treatment PPP project and the huge government risk coexist phenomenon also gradually reflects the objective problems.Because the PPP project of sewage treatment belongs to public infrastructure,once the risk appears uncontrollable situation,it will have a huge threat to the interests of the masses.At present,most of the domestic PPP projects are still aimed at the risk management of social capital,and rarely systematically involve the risks faced by the government.The long-term development of PPP projects has an important restrictive relationship with the effectiveness of government risk management.From the perspective of the government,this paper studies the risk management of sewage environmental protection PPP project.Firstly,through the summary of the basic theory of PPP mode,combined with the content of government risk management of PPP projects,the basic concepts and characteristics of sewage treatment PPP projects are studied and analyzed;secondly,by using the empirical data method,the risk situation of 26 similar sewage treatment projects in four batches of national demonstration projects is studied,and the sewage treatment PPP projects are summarized Finally,combined with the actual situation of township sewage treatment PPP project in Nanping City,the paper analyzes the main risk factors and lists the list of risk factors,classifies and analyzes various risk factors with analytic hierarchy process(AHP),and puts forward the risk sharing scheme and risk prevention and control measures.At the same time,combined with the previous research results and experience of PPP projects,this paper analyzes the problems existing in the process of local government promoting PPP projects;combined with the evaluation results and risk sharing measures in the third chapter,this paper puts forward countermeasures and suggestions to strengthen government risk aversion in PPP projects,in order to provide valuable experience for the future government to control similar projects. |
