Research On The Implementation Of Municipal Domestic Waste Classification Policy Based On Horn-Mitt Model

With the rapid development of economy and the continuous improvement of urbanization rate,the amount of urban domestic waste in China is growing rapidly,and the pressure on urban waste disposal is increasing.At present,cities in China focus on harmless disposal in practical operation,among which landfill and incineration are the first to be used because of their convenient operation and low cost.In recent years,land use in large cities has become increasingly tense,and residents’ objections to new waste incineration and landfill facilities have become increasingly fierce.To achieve the proper disposal of domestic waste,an important measure is to implement the classification of household waste.In 2017,China implemented the compulsory classification of domestic waste in 46 key cities,and the classification of domestic waste in China accelerated.However,problems such as poor policy implementation occurred during the specific implementation of the policy.Therefore,the author investigated the implementation of the domestic waste classification policy in Z town of K city through field visits,field surveys,questionnaires and other forms,Based on the Horn-Mitt policy implementation model,this paper studies the relationship between policy objectives,policy resources,policy implementation subjects,implementation methods,implementation personnel,policy system environment and other aspects in the implementation process of domestic waste classification policy.Combining with the current situation and existing problems in policy implementation,it deeply analyzes the causes of the problems and summarizes the reasons.Based on the author’s thinking,put forward countermeasures and suggestions to optimize the implementation of the classification policy of urban domestic waste,including reasonably formulating policy objectives and policy standards,improving the policy framework,increasing the personnel and capital investment of the policy implementation agencies,strengthening the sharing of implementation resources,improving the level of core implementation agencies,strengthening inter-agency cooperation,improving the reward and punishment mechanism for the implementation personnel,implementing the full-time responsibility system at the grass-roots level,strengthening the education for all Pay attention to the guidance of key groups and improve the effectiveness of education and law enforcement.I hope it can provide useful reference for the follow-up policy implementation research.
