| In order to further improve the sewage treatment capacity and treatment efficiency,and effectively reduce the problem of ecological environment pollution,R city explores a new mode of operating sewage treatment plants under the PPP mode.Since the sewage treatment plant belongs to the people’s livelihood engineering project,and in the sewage treatment process,the reaction tank part is the most important core unit in the entire treatment process.Affect the operation effect of the entire R city sewage treatment plant.Therefore,the reaction tank construction project is a crucial part of the entire construction project.Whether the sewage treatment plant reaction tank construction project can do a good job in risk assessment and correct avoidance is the key to the successful implementation of the project.This study takes the project party of the PPP model of the sewage treatment plant reaction tank construction project in R city as the main perspective,and takes the R city sewage treatment plant reaction tank construction project as the research object,mainly introduces the basic situation,risk identification results and evaluation results of R city sewage treatment plant reaction tank project construction,and then conducts risk avoidance research.By using literature collection method,expert scoring method and other methods,the causes and types of risks are analyzed,and risk factors are identified from the four stages of the project’s decision-making stage,planning stage,implementation stage and delivery stage,and the final 18 risks are formed list.The weighted results of 4stages and 18 risks were calculated using AHP.Then combined with the fuzzy comprehensive evaluation method,the project risk was quantitatively evaluated.According to the final assessment results,the overall risk level of the project is considered to be average.From the perspective of the importance of the four development stages of a construction project,the risk importance of the project implementation stage is the highest,the planning stage is the second,the delivery stage is the second,and the decision-making stage is the lowest.According to the final evaluation results,the project risk response strategy is formulated in order from three levels of high,medium and low,the monitoring process of project risk is optimized,and the monitoring measures of project risk are improved to deal with the risk factors that may appear in the process of project construction,to ensure the smooth completion of the project as scheduled,to provide a theoretical basis for decision makers and builders,and also to provide theoretical reference for other similar projects. |
