Abstract/Summary:
Sewage treatment is a major issue related to citizens’ livelihood.In recent years,China has fully implemented the concept of green development and environmental infrastructures,such as sewage treatment,develop rapidly.As a national experimental site,one of the most important national missions of Xixian New Area is building a new urbanization with Chinese characteristics.Hence,the construction of sewage treatment plants which is an important infrastructure for urban area is indeed in great demand.Because the government’s current financial resources fail to meet the present large demand,huge investment in infrastructure,public production and public services,the PPP mode could solve the financial pressure problem of the government in time.In this way the supply of public infrastructure and public services are increased and the strong demand of providing business opportunities for social capital is also satisfied.However,there still have some risk factors in the PPP project,such as the long period of the project,appearance of unexpected factors,large quantity of involved participants and complicated administrative examination and approval process.These risks are much more complicated than general engineering projects,thus,a comprehensive management of those risks is the core precondition of successful implementation of PPP project.The NYB wastewater treatment plant project of Xixian New Area is affected by many factors including,complicated construction environment,lack of experience for implementer,high engineering and technical requirements,larger investment of the constructing plants compared with the similar sewage plants and high cost of sewage treatment of each unit,which all makes risk factors of the project become much more complicated.Therefore,conducting risk research and proposing reasonable solutions are two critical items of implementing the project successfully.In this work,we study the NYB Wastewater Treatment Plant project in Xixian New Area.Firstly,based on the research of 25 national PPP demonstration wastewater treatment projects we did and local situation of Xixian,there are 9 main categories and 21 major risk factors in the NYB wastewater treatment plant project.Secondly,we have done a wide questionnaire with 66 PPP professional practitioners,obtaining reliable information of PPP project.The risk scores of questionnaires as well as every major risk factor is analyzed by the analytic hierarchy process.Then fuzzy evaluation analysis method is employed to comprehensively evaluate the risks of different level.The project is considered as at the large risk rank.Lastly,according to the results obtained by the analytic hierarchy process and the fuzzy comprehensive evaluation method,we propose a properly collaborative allocation of government and social capital to NYB Wastewater Treatment Plant project,and suggest the risk prevention and control measures based on major risk factors from perspective level.
