High speed development of economy and society at the same time,the governance issues are also increasingly prominent,as the system management problems of lakes,river system came into being long,long river system began in late2016 fully implementing the national scope,through years of implementation,the long effective system to improve the water ecological environment,but with the passage of time,some problems also gradually revealed.In 2019,a strategy for ecological protection and high-quality development of the Yellow River Basin was proposed,which emphasized the need to improve the river and lake chief system.The river chief system and the Strategy of ecological protection and high-quality development of the Yellow River Basin both emphasize cross-department,cross-regional and cross-field coordinated governance,and share common development goals and theoretical basis.As a major development strategy at the national level,the strategy also provides strategic opportunities for all regions of the Yellow River Basin to promote the river chief system.In addition,H city is committed to building a model area of ecological protection and high-quality development in the Yellow River Basin during the "14th Five-year Plan" period.This paper uses literature research,case analysis,interviews and other research methods,through reading a large number of the Yellow River basin ecological protection and development of high quality,river chief system literature,consulted documents and materials related to the river chief system of the Central Government,Henan Province and H City,and interviewed relevant personnel of the River Chief office and water Conservancy Bureau of H City,on the basis of the theory of collaborative governance,The paper analyzes and studies the operating status,working effect,existing problems and causes of river chief system in H City.Through the study found that in the H city river chief system to the implementation of the work,the coordination ability of the River Chief Office is not strong,the coordination degree of the member units of the River Chief Office is not close,the river basin management and administrative zone management synergy play limited,public participation and social organization is not high,the river chief’s duty consciousness and level are imbalancedriver.Combined with collaborative governance,and found that the main reasons for these problems include institutions set level is not high a lack of authority,the member units of the River Chief’s Office have unclear responsibilities,incomplete establishment or implementation of coordination system and mechanism,inadequate assessment,accountability and incentive and restraint measures,inadequate legal basis,and unequal rights and responsibilities,and so on.By studying the causes behind the problems,this paper believes that solving the problems existing in the current river chief system in H City can seize the strategic opportunity of national implementation of the Yellow River Basin ecological protection and high-quality development strategy.From the aspects of improving the administrative level of the river chief Office,clarifying the responsibilities of departments,refining the implementation of responsibilities,focusing on the establishment and implementation of consultation system and mechanism,optimizing the construction and application of assessment,accountability and incentive mechanism,strengthening the construction of laws and regulations system of the river chief system,further optimizing the river chief system and promoting the effective solution of river and lake governance problems. |
