The river chief system is a unique bottom-up innovative system in China.It originated in Wuxi city,Jiangsu Province,and is an emergency action taken by the local government to solve the problem of water pollution in Taihu Lake.Due to its remarkable governance effect,it has been affirmed by the central level,and has been promoted nationwide since the end of 2016.The river chief system implements the responsibility of river and lake management and protection to the party and government leaders at all levels,uses the leadership authority of river chiefs to drive the cooperation between all levels,departments and subjects,and promotes the river and lake governance in a short period of time.Since June 2017,J city has started the comprehensive implementation of the river chief system under the deployment of the Central Committee,the provincial Party committee and the provincial government.In more than five years,four river chiefs of city,county,township and village were established,and 29 municipal units were coordinated to participate in the water environment governance work,which aroused the awareness of the local people for water environment governance and improved the water quality of rivers and lakes within the jurisdiction of J City.However,there are still many places to be improved and improved in J City’s long-term and stable operation.In this study,the operation status of the river chief system in J city was summarized and analyzed through field interview,research and data collection.It is found that there are some problems in the operation of the river chief system in J City,such as the failure of all parties,the inflexible way of collaborative governance,the lack of perfect supervision and assessment mechanism,and the weak operation foundation.These problems lead to the lack of a systematic and perfect governance system for the river chief system in J City,which seriously restricts the operation efficiency of the river chief system.According to the working characteristics of the river chief system,this study introduces the theory of public resource governance and collaborative governance,and analyzes that the fundamental reasons for the above problems in the operation of the river chief system in J City is that the awareness of collaborative governance is not in place,the overall organizational structure is not perfect,and the laws and regulations are not perfect.It is a long-term and complex task for river chiefs to make a new comprehensive management system of water environment.No single department or subject can complete this work independently,and what is needed is the cooperation of various subjects.Therefore,in order to improve the operation effectiveness of the river chief system in J City,the following four aspects should be improved based on the collaborative governance theory: first,strengthen the publicity and guidance,enhance the awareness of cooperation,broaden the participation channels and encourage the coordination role of the river chief office,further improve the organizational structure of the river chief system by building the information sharing platform and introducing technology management;third,it should promote the legal process of the river chief system,and construct a scientific and perfect evaluation,supervision and accountability mechanism;fourth,optimize the allocation of human resources and improve the basic safeguard measures.By establishing a kind of new water environment governance mode of multiple collaborative governance,it provides a new path and a new method for the further development of the river chief system in J City.
