Study On "Three Treatment Integration" And Its Effect

In November 2019,the General Office of Sichuan Provincial Government issued the Work Plan of Sichuan Province on Domestic Waste Classification and Disposal,which clearly required that by 2020,Chengdu,Deyang and Guangyuan,the three key cities designated by the state for household waste classification,should have basically completed the household waste classification and treatment system.The top-down domestic waste treatment model initiated by Chengdu City in the past cannot arouse the enthusiasm of residents because of the lack of endogenous motivation,moral bottom-line thinking awareness and compulsory binding force of law in waste management,and the overall waste reduction target is difficult to achieve.In order to improve the efficiency of waste treatment,Chengdu,Sichuan Province,has implemented the Chengdu Municipal Household Waste Management Regulations on a pilot basis.Three residential areas,including Community L,have been selected from Fuqing Road in Chenghua District to pilot the "three-governance integration" garbage management mechanism.How should the theory of "three governance integration" be analyzed when applied to specific public affairs?How effective is the promotion of waste management?What are its advantages?With these problems in mind,the author studied the garbage treatment in L community of Chengdu by literature review,interview and case analysis.First of all,it is found that both the traditional waste treatment modes at home and abroad,as well as the characteristic modes of Jinhua in Zhejiang Province,Changyi in Shandong Province and Danling in Sichuan Province have certain defects and deficiencies,and the waste treatment still needs to be tested with a new practical operation mechanism.Then,analyze the source of waste management.Based on the two dimensions of goal convergence and environment construction,combined with the basic situation of the L community and the traditional waste treatment mode,the necessity of carrying out the "three governance integration"waste treatment mechanism pilot was drawn out.Then,the basic operation logic and effect analysis are carried out by process reengineering.Explore the operation form of the role returning to the position based on autonomy,the flexible guidance guided by the rule of virtue,and the rigid constraint guaranteed by the rule of law;Finally,we draw a conclusion and consider whether this model is long-term and reproducible.It is found that the "three governance integration" garbage management mechanism,with residents as the main body,not only improves the degree of cooperation and interaction between the government,residents and social autonomous organizations,but also produces a practical effect of garbage reduction.Moreover,it has brought about the change of the power structure of the garbage management body.The power and ability of the community garbage management have been reorganized,which has changed from the administration of connecting the streets to the socialization of managing and serving the residents.Most importantly,waste management also make the endogenous dynamic of community activation,main show is:autonomous community democratic decision-making,supervision and management the scope of the extension,virtue to worship ceremony,the advanced,standard habituation,wish to build a beautiful village emotion for value symbol culture endogenous they sort the garbage,such as the rule of law for the garbage in this area to be cast surely,punishment,such as charging system arises at the historic moment.It is possible to innovate the municipal waste management mechanism of "three governance integration".
