At present,the problem of environmental pollution in China is becoming more and more serious,and the problem of "garbage besieged city" appears frequently in major cities.In recent years,the implementation of garbage classification is rapid,and one of the obvious changes is that garbage classification has entered the "mandatory era".From 2019,Shanghai’s garbage sorting will be popular all over the social network,to June 1,2020,Suzhou has officially entered the "mandatory era" of garbage sorting.However,garbage classification is a nationwide action,and it is not enough to rely on the government’s enforcement alone.In the process of garbage classification,the cultivation of residents’ garbage classification awareness and behavior is the key.In this study,from the perspective of empowerment,the government indirectly empowers social organizations.Taking Suzhou District D as an example,social organizations go deep into the community and use empowerment theory to improve residents’ garbage classification awareness and develop garbage classification behavior.Firstly,this paper discusses the research background and significance,combs and reviews the relevant literature on waste classification and social work intervention in waste classification,and on this basis,carries out a literature review.Secondly,through unstructured interview,field observation and questionnaire survey,the author analyzes the current situation of garbage classification in community d from three aspects of individuals,interpersonal and community,and analyzes the resources in the community,and summarizes the task objectives and process objectives of social work intervention in community garbage classification.After that,the author carries out some feasible measures according to the difficulties of personal knowledge and garbage classification ability,lack of ways to participate in garbage classification and lack of role of community group in the community.At the individual level,through creating a garbage sorting atmosphere,carrying out theme activities,linking resources,going out visits and other forms,it can enhance the residents’ personal empowerment,enhance the residents’ awareness of participation and garbage sorting ability,and finally transform the awareness and ability into the formation of garbage sorting behavior habits;at the interpersonal level,social workers dig to form a garbage sorting volunteer team and empower the volunteers At the community level,social workers can increase the capacity of property management staff and improve their garbage classification ability.Through the enhancement of personal,interpersonal and community,the residents’ awareness and ability of garbage classification can be improved,so that the residents can transform their awareness and ability into behavior,form the habit of garbage classification,and finally realize the regular and fixed-point classification of most residents in D community,realize the reduction of garbage in the community,and ensure the long-term effective operation of garbage classification.Through the practice of waste classification project in D community,the government empowers social organizations,which not only reduces the burden of grass-roots government,but also enhances the influence of social organizations.Secondly,the improvement of personal waste classification ability can promote the transformation of residents from waste classification consciousness to behavior habit.Through these people,more residents can be called to join the waste classification work.In addition,multi-agent participation is needed in waste classification to increase the energy of the property,and form a multi-party linkage of residents,social organizations,community groups and property to carry out community waste classification.
