Empowerment And Ability Increase:A Study On The Action Process Of Environmental Protection Social Organizations Promoting Community Waste Classification

As an important means of environmental governance,garbage classification requires the joint participation of government,community and society.According to the research and previous literature research,the classification of Shanghai garbage has been in repeated stages,the classification effect is unsatisfactory,and the lack of power of the community body needs to be improved.As a bridge between the government and the community,environmental social organizations have promoted the process of sorting waste throughout the community with professional power.In this paper,the background of the study is before Shanghai entered the compulsory classification in December 2018.Although the city has entered the period of mandatory classification of garbage,how to increase the main body of community and maintain long-term participation is still the main problem.Therefore,this study is still time-sensitive.Using qualitative research methods,the author takes the four communities under the Shanghai I Environmental Protection Social Organization and the T neighborhood committee as an example,and explores the action process of environmental protection social organizations to promote community waste classification under the perspective of"empowerment and ability increase".Summarize the action premise of social organizations entering the community,raise the action strategy of community waste classification and the action result of empowering community.The study found that:in the social field,the social organization action under the guidance of the empowerment theory is divided into three stages.The first stage is the establishment of a reasonable relationship between the government's external empowerment and the Environmental Protection social organization,and is the premise of social organization action.The second stage is that social organizations enhance the participation of community bodies and establish a pluralistic cooperation model,which is the core of social organization empowerment;The third stage is the ability to enhance residents 'autonomy in the community and expand community support networks.It is the ultimate purpose of social organization action.In the community field,social organization realizes the empowerment path of organization dimension,individual dimension and community dimension.The first is to give common motivation and role recognition to community organizations and improve the internal structure of the community.Secondly,the residents 'consciousness and behavior are stimulated,and the community's participation is promoted.Eventually emerging community autonomy norms.The improvement of community waste classification by environmental protection and social organizations is both effective and problematic.The perfection of community hardware facilities,the cooperation density of community body and the attributes of community residents all affect the action strategies and results of social organizations.The lack of motivation of community main body,the shortage of social organization personnel and the lag of garbage classification and supervision system are the challenges that social organizations face.Based on this,the deepening of social organization services under the guidance of policy and the involvement of green social work in community garbage classification specialization has become a new exploration direction.
