Research On The Problems And Countermeasures Of Harbin Municipal Government Promoting Green Governance

On October 16,2022,the 20th National Congress of the Communist Party of China deeply emphasized the importance of protecting the ecological environment and building ecological civilization.It clearly stated that "we should actively coordinate pollution control,ecological protection and climate change,and jointly promote carbon reduction,pollution reduction,green expansion and growth,and give priority to ecological protection." Under the background that the Party and the state attach great importance to ecological and environmental protection,the Harbin Municipal People’s Government actively promotes green governance and improves the quality of the ecological environment.In the work arrangement of Harbin Municipal Government in 2022,it is clear that the improvement of ecological environment and the promotion of ecological civilization construction are the important tasks of Harbin Municipal Government in 2022.Green governance,as a new paradigm of national ecological and environmental governance in the new era,is an important part of ecological civilization construction with Chinese characteristics.Government effectively promoting and realizing green governance is of great significance to promoting the construction of ecological civilization and green development.Based on the theory of good governance by the government,the theory of collaborative governance,the theory of sustainable development,the theory of ecological civilization and other relevant theories,taking Harbin as the research object,using the method of literature analysis,comparative research,questionnaire survey and other methods,to build a framework from the four dimensions of Harbin’s green governance subject,content,tools and process,to analyze the status quo of Harbin’s green governance.It reveals the problems such as the dominance of single-center governance by the government,prominent fragmentation of governance content,unreasonable collocation of governance tools,and lack of executive power in the governance process,as well as the causes of the imperfect multiple collaborative governance mechanism,immature fine governance system,unreasonable structure of government governance tools,and imperfect construction of green governance system.Referring to the beneficial experience of foreign governments such as Japan,Sweden and Singapore and domestic governments such as Fuzhou,Zhuzhou and Anshun in promoting green governance,The enlightenment of promoting industrial optimization and upgrading by utilizing ecological advantages,strengthening and improving multi-subject collaborative governance mechanism,formulating complete policy system and governance framework,and promoting modern ecological governance enabled by digital technology for Harbin green governance is obtained.On this basis,countermeasures such as innovating the multicoordination mechanism of green governance,creating a refined green governance system,optimizing the tool structure of green governance,and strengthening the guarantee mechanism of green governance process are proposed,in order to provide references for Harbin to promote green governance,improve the efficiency of green governance of Harbin government,and further boost the construction of ecological civilization in Harbin.To achieve a harmonious coexistence between man and nature.
