| In the face of changes in temperature and ecological environment,climate issues have increasingly attracted the attention of the international community.The international climate governance action provides "common area principle" for the participation of North and South countries in climate governance through the formation of the United Nations Framework Convention on Climate Change,and the Kyoto Protocol puts forward clear requirements for the States parties to reduce emissions in order to implement the Convention.Now,under the Paris Agreement,each country sets its own emissions reduction model.The real problems caused by climate change and the attention of various countries to climate issues make Russia go through three stages of "participation,questioning and facing squarely" and form a climate policy based on the needs of economic development.The formation process of Russia’s climate policy after the Cold War presents different attitudes at different stages.The reasons for the change of attitudes are not only limited to the pressure of the international community,but also the domestic ecological environment deterioration,people’s life is trapped,energy economic impact and other pressures.Therefore,on the premise of sustainable development of national economy,Russia takes concrete measures to deal with climate change in accordance with the climate policy of sustainable economic development while participating in bilateral and multilateral cooperation mechanisms on climate governance. |
