The main theme of today’s world competition is technological competition,which puts higher requirements on China’s source innovation capability.As the main channel for funding basic research in China,the National Natural Science Foundation of China has made important contributions to comprehensively cultivating China’s source innovation capability.As one of its tools,the major research plan revolves around the national strategic needs and major scientific frontiers,and provides strong scientific support to the national economy,social development and national security.Since the implementation of the major research plan,a large number of research results have been produced,and patents are one of the important forms.This article focuses on evaluating the overall quality of patents produced by the Ministry of Engineering and Materials Science’s "Basic Research in Nanomanufacturing" major research plan,with patents as the main research object.This study is of great significance for further improving the patent quality evaluation index system,enriching the theoretical model of patent quality evaluation,enhancing the output management level of the National Natural Science Foundation of China for major research plans,and promoting the transfer and transformation of patents of project output.The main contents are as follows:Firstly,based on the major research plan,this article takes the patents produced by the Ministry of Engineering and Materials Science’s major research plan as the main analysis object.It analyzes the characteristics and existing problems of the produced patents from the year of patent application,patent type,current legal status and transfer and transformation of patents,international patent application situation,and entrusted patent agency situation.By analyzing and comprehensively grasping the current status and problems of patents produced by major research projects of the Ministry of Engineering and Materials Science,data support and ideas are provided for subsequent research.Secondly,based on the idea of patent classification for quality evaluation,this article constructs four quality evaluation index systems for four types of patents.At the same time,on the basis of studying the existing patent quality evaluation index systems,this article innovatively add the indicator "comprehensive evaluation value of patent agencies" that is not involved in the existing index systems,which to some extent enriches the patent quality evaluation index system.Finally,considering the real world situation that "it is difficult to obtain labeled data,but there are many unlabeled data",the semi supervised Tri-Training algorithm is introduced to train the patent quality evaluation model,and compared with the support vector machine,Gauss naive Bayes,decision tree and random forest model in supervised learning,it is found that the model proposed in this paper has a good evaluation effect.In addition,the optimal model was applied to the quality evaluation of the output patents of the "Basic Research on Nanomanufacturing" major research program of the Ministry of Engineering and Materials Science,and reasonable suggestions were proposed for the output management of major research program projects based on the research results. |
