Policy Analysis On Water Resources Management

With the increase in water demand in China,the water supply gap has increased year by year,and water shortage has become an important factor restricting economic development.The status of the ecological environment has been gradually improved.In the past,uncontrolled development and utilization,the development method of first pollution and then treatment,are no longer applicable.Therefore,China has issued a number of policy measures to achieve the sustainable development of water resources.In this study,through sorting out the development of water resources management policies and analyzing the implementation of policies,it finds out the favorable and unfavorable factors in the process of policy implementation.To make up for the analysis method combining macro perspective and micro perspective,and practice gap in the analysis of water resources management policy.This study uses a combination of qualitative analysis and quantitative analysis to collect policy documents related to water resources management at the national level,and data on water resources across the country and in representative cities.First of all,the policy documents are sorted out,and the current situation of water resource management in China is described in detail.According to the time line,water resource management is divided into four management stages:engineering management,resource management,sustainable management and strictest management.The management methods and policy contents of different stages are described.Then use quantitative analysis and qualitative analysis to sort out policies along the timeline,using the data content of water resources,water resources utilization efficiency,water quality,and the overall implementation of China's water resources management policies and the water supply in Pingxiang City over the years.Analysis of the implementation of resource management policies.The analysis of the implementation effect shows that the quantified index policy is conducive to strengthening the implementation effect of the policy.China's water saving policy lacks the excavation of internal motivation.The water pollution prevention and control policy has achieved remarkable results.The importance of the local government on the policy directly affects the policy implementation effect.In China's water resources management,there are the following problems:the public's weak awareness of water saving,the lack of a long-term mechanism before and after the implementation of the policy,the passive implementation of the policy has a lag,and the technical support for the policy process is weak.The water resources management policy should be optimized from five aspects:top-level design,long-term mechanism,execution,public participation,and supervision mechanism.
