Water management system is one of the most important legal issues research inEconomic Law. In severe water shortage and pollution today, water management has becomea social problem of our attention. Especially inland rivers basin in northwest China aresuffering from various degrees of pollution and destruction, Northwest China’s ecologicalprotection is a big barrier, its ecological environment will directly determine the quality of thesafety of all regions of the ecological environment. Northwest Eurasian continent interior ofthe continent, a vast territory, complex and diverse topography, the area belongs to arid,semi-arid climate, low annual rainfall, the special geographical environment makes a seriouswater shortage in the Northwest regions, so water is becoming a major obstacle to economicdevelopment in the Northwest Territories constraints.Northwest Inland River Basin, composed of a total of13rivers, they become the mainsource of water supply in the Northwest Territories, where the Shiyang, Heihe River, Shulefour major rivers in the region. Existing legal regime for the four rivers has worked out somelocal regulations, these regulations to protect inland river provides some legal basis, butbecause of a general nature, fuzziness responsibility, lower legal hierarchy prescribed lagwhen brought to the effective management of water resources, often appear destruction andpollution of water resources, there is no clear legal basis for handling and emergencyresponse, water management body will lack a sense of responsibility and initiative, is notconducive to the management and protection of water resources in the Inland Northwest. In2012, the State Water Resources for the current situation presents the most stringent watermanagement system in order to determine the form of document, and to ensure the smoothimplementation of the system, around the water allocation, intensive and protect the "threelinks " and through the " three red lines "" four systems " strict management standards toprotect water resources. The most stringent water management system proposed provides astrong support for the protection and management of water resources. Northwest Chinashould make this system as an opportunity, combined with the actual situation in the region,some of the feasibility of timely the legal system, provide a legal basis for the protection ofthe Inland Northwest River. Based on the northwest inland water resources, pollution and destruction to analyze thecauses of the most stringent water management system proposed by the State Council, acareful study of the existing legal regime northwest inland river management to summarizeand sort, analyze water resource management laws and the Inland Northwest inadequatesystem, the total amount raised for the Inland Northwest River water control, water useefficiency control, water pollutant limits the function control, water managementresponsibilities and the legal system to improve the assessment of the four proposals for therealization of inland water resources management provides northwest strong legal basis.
