| The assessment of the resource and environmental carrying capacity is a fundamental requirement for the functional partitioning of land.In light of the growth of population and the increasingly pronounced conflicts between people and land,achieving sustainable development across resources,the environment,and human needs has emerged as a key issue of concern in academic circles.The functional zoning of land space represents an effective approach to aligning resource sustainability,environmental protection,and economic development and utilization.Investigating the resource and environmental carrying capacity in Xiahe County and creating land function zoning based on it is of immense significance for the planning of land space in the new era and for achieving coordinated and sustainable development of the economy,society,and environment.This study takes Xiahe County of Gannan Tibetan Autonomous Prefecture as the research area,combined with the current situation and characteristics of the region,constructs a comprehensive evaluation index system of resource and environmental carrying capacity,and evaluates resource and environmental carrying capacity from two dimensions of constraint system carrying capacity and support system carrying capacity.In terms of constraint system,six constraint evaluation factors are selected to construct the evaluation index system.In terms of supporting system,18 supporting evaluation factors are selected.The index weight is determined by the analytic hierarchy process,and the evaluation results of the bearing capacity of the resource environment constraint system and the bearing capacity of the resource environment support system are divided into five grades.On this basis,the method of contingency table mutual exclusion matrix is used to divide the land space function zoning of Xiahe County,and the corresponding development countermeasures are put forward.The main conclusions are as follows:(1)Regarding the resource and environmental carrying capacity limiting system,the proportion of low-constraint and relatively low-constraint space in Xiahe County is relatively small.The majority of areas are unsuitable for high-intensity development and construction,and the ecological value of the land is high.Among these,the low-constraint space covers an area of 44,591.82 hm~2,representing 7.10%of the total area of Xiahe County.The total area of lower limiting space is 166,454.68hm~2,accounting for 26.52%of the total area of Xiahe County.The total area of moderately limiting space is 155,053.91 hm~2,accounting for 24.71%of the total area of Xiahe County.The total area of higher limiting space is 181,098.17 hm~2,accounting for 28.85%of the total area of Xiahe County.The high limiting force space encompasses an area of 80,421.42 hm~2,making up 12.81%of the total area of Xiahe County.(2)In terms of the carrying capacity of the resource and environment support system,Labrang Town has the highest carrying capacity of the resource and environment support system.The evaluation result is 0.73,and the overall support capacity is the strongest.Compared with other townships,there is a big gap in resource conditions and economic development between Tanggaang Township and Zhayou Township,and the evaluation results are 0.38 and 0.39.Wanggeertang Town and Ganjia Town performed well in terms of resources and economic conditions.Their overall support capacity ranked second and third respectively,with evaluation results of 0.67 and 0.65 respectively.Amuquhu Town,Sangke Town and Damai Township are at a medium level in terms of resources and economic conditions.The overall support capacity ranks fourth to sixth,and the evaluation results are 0.59,0.58and 0.53 respectively.The resources and economic conditions of Bola Town,Madang Town,Kecai Town,Qu’ao Township and Jicang Township are all at a low level,and their overall supporting capacity ranks seventh to eleventh respectively.The evaluation results are 0.51,0.50,0.47,0.45 and 0.44 respectively.(3)By using the contingency table mutual exclusion matrix method and considering the evaluation results of the resource and environment constraint system carrying capacity and the resource and environment support system carrying capacity of the evaluation units,the land space is ultimately classified into five functional zones:optimized development zones,potential development zones,multi-functional reserves,development prohibited zones,and key protection zones.(4)Based on the functional zoning of land space in Xiahe County,corresponding development suggestions and measures should be proposed.It is important to enhance the management and protection of different land space function zones in Xiahe County while promoting urban and rural construction,industrial agglomeration,ecological protection,and social development.The spatial layout of cities and towns in Xiahe County should be rationally optimized according to the characteristics of different functional zoning,with flexible adjustments to land space planning and overall land use planning,while strictly protecting the ecological red line,permanent basic farmland,and urban development boundaries.The scale of urban construction land should be reasonably controlled,and the layout of urban land should be optimized.The industrial structure should be adjusted reasonably with the development of suitable industries,and ecological security should be ensured.Furthermore,ecological environment monitoring should be strengthened to protect biodiversity,promote ecological restoration,and establish nature reserves. |
