Thailand Marine Strategy Study

The 21st century is the century of the ocean,and as countries pay more and more attention to the ocean,research related to ocean strategy is expanding and deepening,but less attention has been paid to Thailand’s ocean strategy in previous studies.In fact,Thailand is a founding member of ASEAN and a non-disputing state in the South China Sea,and it occupies an advantageous geographical position and is an important node for building the "21st Century Maritime Silk Road",so it is important for China to deeply analyze Thailand’s maritime strategy and promote mutually beneficial and win-win maritime cooperation between China and Thailand.This paper collects and organizes literature on Thailand’s maritime strategy in Chinese,Thai and English,and adopts the methods of literature,historical analysis and case study to discuss in detail the development history of Thailand’s maritime strategy,analyze the main contents and characteristics of the strategy,discuss the future development trend,and explore the paths and suggestions for Sino-Thai maritime cooperation.Chapter 1 of this paper compares the development of Thailand’s maritime strategy,dividing it into four periods: the sea and Thailand’s prosperity and stability(14th century to early 19 th century),Western colonialism and the formation of Thailand’s maritime consciousness(19th century to early 20 th century),Thailand’s maritime cooperation and the development of maritime consciousness after World War II(mid to late 20 th century),and the rapid development of Thailand’s maritime strategy after the Cold War(Late 20 th century to early 21 st century).Chapter 2introduces the background of Thailand’s maritime strategy development and target initiatives,analyzes the background of Thailand’s current maritime strategy development,outlines the objectives of the Thailand Maritime Security Strategic Plan(2015-2021),which has a complete strategic system,and provides a basis for further analysis of Thailand’s maritime strategy development.Chapter 3 summarizes the characteristics and development trend of Thailand’s maritime strategy,which is peace-loving,rich in connotation,and a support for Thailand’s economic development.Chapter 4 analyzes the basis,challenges and recommendations of the maritime cooperation between Thailand and China,which are based on the good-neighborly and friendly relationship between the two countries,the compatible maritime strategy concept and Thailand’s status as an important partner of the 21 st Century Maritime Silk Road.The good neighborly relations between China and Thailand,the highly compatible maritime strategy concept and Thailand’s status as an important partner of the "21st Century Maritime Silk Road" have laid a good foundation for the maritime cooperation between the two countries.At the same time,it is necessary to pay attention to the problems of intervention by foreign forces,political instability in Thailand and inadequate maritime cooperation mechanisms between the two countries,and work together to improve maritime cooperation mechanisms,jointly maintain maritime security and continue to explore win-win maritime cooperation.
