Study On Marine Cooperation Across The Taiwan Strait Under The Perspective Of Chinese Marine Strategy

Since the WWII, with the rapid development of science and technology, people have realized that the ocean has become the development center in the future for its rich resources and wide activity space. In the 21 st century, global oceanexploitation, also maritime undertaking development, has become an irresistible trend. Countries all over the world focused on the ocean, at the meantime, they formulated and implemented their own maritime strategies. There is no doubt that we have entered an oceanic century. Therefore, it is extremely urgent to develop maritime resources, maintain maritime rights and interests and build a strong maritime power. It is written in the report of the 18th national congress of CPC that China is striving for the maritime power, andcross-straitcooperation in the ocean is an important part of that strategy. But the current cross-strait relation and obstacles some countries placed behind will make a bad influence on maritime cooperation cross the strait. After all, Taiwan issue is our internal affair, and under the current situation, closer maritime cooperationcross the strait is not only to promote the relation between the Chinese mainland and Chinese Taiwan, but also to be the only choice to realize the great rejuvenation of Chinese nation.Based on the strategy of building an maritime power, this paper introduces the origin of Taiwan issue at first. Then it explores the necessity and feasibility for developing maritime cooperation across the strait and analyzes the external and internal factors which affect maritime cooperation across the strait. And on this basis it puts forward the suggestions and measures to strengthen the maritime cooperation across the strait. Main research contents and methods are as follows:Firstly,introduce the research background,domestic and foreign literature reviews and the research methods. Secondly, to stress the necessity and feasibility of strengthening maritime cooperation across the strait, based on why we put forward maritime power strategy and the origin of Taiwan issue. Thirdly,analyze the external factors that effect maritime cooperation across the strait, especially the United States and Japan, while the internal factors consist of lacking of political mutual trust and obstacles from “Taiwan separatists”.Fourthly,propose concrete measures to enhance maritime cooperation cross the strait, on account of the current situation. The measures are divided into three aspects:economy, technical culture andmarine security. Specifically speaking, marine economy includes exploitation of resources such as oil and gas, marine fishery and marine transportation; marine technical culture includes sustainable resources, biological technology and educational training; Marine security includes cross-strait cooperation on Diaoyu islands issue and South China Sea issue, as well as cooperation on unconventional security.Both sides across the strait share the same root. Under the grim situation of the current international ocean, we should disregard previous enmity and cooperate to explore maritime resources, develop maritime economy, enforce the establishment of maritime scientific and technological culture and maintain maritime rights and interests in order to attain win-win goal and realize the great rejuvenation of Chinese nation.
