With the rise of the strategic value of the oceans and the rise of emerging maritime powers such as China and India,the global strategic center of gravity is gradually shifting to the "Indo-Pacific" region,which is increasingly becoming the focus of the world.Based on the maintenance of the strategic interests of the "Indo-Pacific" region,the U.S."Indo-Pacific Strategy" was born,and its maritime security strategy and policy have also been adjusted,which have important impacts on the maritime security environment in China and the "Indo-Pacific" region.The U.S."Indo-Pacific Strategy" was formally proposed by the Trump administration in 2017 and is currently being continued by the Biden administration.In this process,a series of U.S.maritime security strategy reports have been launched,and the focus of U.S.maritime security policy has shifted to the "Indo-Pacific" region and the policy content has been increasingly "strengthened".Analyzing the U.S.maritime security policy in the context of the "Indo-Pacific Strategy",and combing and analyzing the related U.S."Indo-Pacific Strategy" reports and its marine security strategy and tactics reports,is beneficial to explore the adjustments of the U.S.marine security policy.Under the background of the rising value of the oceans,the growth of China's marine power and the shift of geostrategic focus to the "Indo-Pacific" region,the United States put forward the "Indo-Pacific Strategy" and has been adjusted its maritime security policy.The adjustments of the U.S.marine security policy are based on the "Indo-Pacific" region,with the main goals of seeking U.S.full-area maritime hegemony,deterring the growth of Chinese maritime power,and reshaping a maritime security order which is consistent with U.S.interests.Its means of adjustment are mainly "reinforcement",and they are mainly manifested in three aspects: strengthening the U.S.own power,consolidating allies and maintaining and reshaping the "exclusive" regional maritime security order.In this context,the adjustments of the U.S.maritime security policy under the "Indo-Pacific Strategy" has had a profound impact on the maintenance of China's maritime rights and interests,the stability of the surrounding maritime environment,and the construction of the maritime security order.Looking forward to the future,China should respond in three areas: strengthening its own maritime strength,maintaining the security and stability of the surrounding environment,and promoting the construction of a fair and reasonable maritime security order in the "Indo-Pacific" region.The stability of the maritime environment in the "Indo-Pacific" region is an important prerequisite for China to safeguard its maritime interests and achieve national development.Facing the new trend of Sino-US marine game,analyzing the adjustments of U.S.maritime security policy and its impact is important to consider the choice of China's maritime policy.
