In recent years, with the development of science and technology and the progress of the times, trade exchanges between various countries have become more convenient and frequent. In this process, the links between different countries have become closer and closer, and the process of economic globalization has also been speeding up.In this context, technology and foreign trade began to penetrate and integrate with each other, and cross-border e-commerce(CBEC),a new foreign trade model, also came into being. As a product of Internet technology,CBEC has unique advantages in reducing information asymmetry and breaking time and space restrictions, and plays an important part in the development of China’s foreign trade. In order to further tap the huge potential of CBEC,improve our country’s international competitiveness and accelerate the development of foreign trade,China has successively introduced various policies.Driven by these policies, the development speed of CBEC in our country has accelerated significantly. In this context, understanding how the policies in the field of CBEC promote the development of CBEC in China will help to further adjust and implement these policies, give full play to their policy effects, explore the potential of CBEC,and promote the vigorous development of CBEC and foreign trade.Based on this, this study will take one of the main policies in the field of CBEC-the policy of comprehensive pilot zone for CBEC as the starting point to explore its influence on the development of CBEC.At present, there are relatively few studies on the policy of comprehensive pilot zone for CBEC in academia, and most of these studies focus on exploring the impact of this policy on economic development, foreign trade and other aspects from one dimension. This study uses the method of differences-in-differences to comprehensively explore the impact of the policy of comprehensive pilot zone on the development of CBEC from the dual perspectives of scale and competitiveness of CBEC,and puts forward some policy suggestions based on the analysis results,so as to provide reference for further promoting the construction of comprehensivepilot zones and promoting the sustainable and healthy development of CBEC.In the process of empirical analysis, firstly, the model is constructed according to the research methods adopted and the main research content.Secondly, choose appropriate indicators to measure the scale and competitiveness of CBEC in different regions. Then, the experimental data are used for regression and analysis, and the robustness of the experimental results is verified. Finally, the heterogeneity and mechanism of the effect of the policy of comprehensive pilot zone for CBEC are analyzed.Through empirical research, the following conclusions are obtained:(1)The implementation of the policy of comprehensive pilot zone has significantly expanded the scale of CBEC,but its policy effect is different for different cities. From the perspective of the area where the city is located, the implementation of the policy of comprehensive pilot zone has achieved good results in the eastern, central and western regions, but for the northeast region, the implementation effect of this policy is relatively weak. From the perspective of city scale, the implementation of the policy of comprehensive pilot zone has significantly promoted the scale of CBEC in large cities, but the policy effect is not significant for cities of other scales..(2)The implementation of the policy of comprehensive pilot zone has effectively enhanced the competitiveness of CBEC.Through mechanism analysis,it is found that the upgrading of the quality of imported intermediate products and the improvement of innovation level are important ways to promote the competitiveness of CBEC.
