Research On Evaluation Method And Its Application Of The South China Sea Islands Rights And Interests

South China Sea Islands includes Dongsha Islands, Zhongsha Islands, Nansha Islands and Xisha Islands. This area belongs to the tropical marine monsoon climate. Coral reef mainly develops near islands, and marine resources are abundant. This region is not only traditional fishing grounds of China, but its surrounding area has plenty of oil and gas resources, while it’s also the shipping routes for our country into South East Asia and India ocean. Therefore, the South China Sea Islands has the special value of rights and interests. In recent years, there are some disputes between China and its neighboring countries such as Vietnam and Philippines considering island sovereignty and sea boundary in the South China Sea. This is a serious threat to China’s marine sovereignty, so South China Sea Islands’ value of rights and interests is increasing prominent. Therefore, carrying out the research on evaluation of rights and interests for South China Sea Islands has important significance for island protection management, ocean development and national sovereignty.This paper carried out research on evaluation method and its application of South China Sea Islands’ rights and interests. An improved SAVEE method is proposed aiming at the lack of uncomprehensive type of standardized evaluation factors and relativly objectivity weight. Taking Xisha Islands as example, the evaluation system for four aspects: strategic condition, social economy, natural resources and environment and risk of disaster are constructed; Based on extracting information from Sub-meter high resolution remote sensing images of Quickbird and Wordview-2 in 2011-2012 and document literature, the comprehensive evaluation of the rights and interests of Xisha Islands is carry out, and individual evaluation results of strategic condition, social economy, natural resources, environment and risk of disaster for 29 islands and comprehensive evaluation results of the rights and interests are presented, grading and analysis. The main research results are as follows:1. In this paper, the improved SAVEE evaluation method was proposed, and neutral style was added in the data standardization. With the increase of the index value, the evaluation results have positive effects firstly, until the value reach a certain degree, it has negative effects for the evaluation results, and adjusted the formula index to fit for the range of actual data; the weight definite method is combined with the nonstructural decision-making fuzzy set method and the entropy method in order to objective determining the influence degree of the evaluation index. The above first improvement, the results of the evaluation factors exist in a middle situation between positive effects and negative effects are took into account, such as the various growth of the atolls in the South China Sea. its growing index introduced into the neutral style is more reasonable; The improved weight method can avoid the subjectivity by the expert scoring method in a certain extent, and combing nonstructural decision fuzzy set theory method and entropy method also can improve precision.2. In this paper, based on extracting information from Sub-meter high resolution remote sensing images of Quickbird and Wordview-2 in 2011-2012, we extract the information about island coastline, intertidal zone, land use, vegetation and DEM. Depending on the basic geography, natural resources and environment, potential disaster of the South China sea islands condition, history and laws, Comprehensive evaluation index system of Xisha Islands rights and interests are put forward for the characteristics of Xisha Islands. The index system is divided into object layer, system layer and index layer, respectively 4, 9 and 53 factors. The object level includes strategic condition, social economy, natural resources and environment and risk of disaster, then analysis the basis of these selection factors. The above quantitative index is divided into positive style, negative style and neutral style based on improved SAVEE data standardization method, and giving the corresponding quantitative expression; The index of qualitative expression is graded according to the reasonable range of value. Based on nonstructural decision fuzzy set theory method, the weight values of index are calculated for object level, system level and indicator level.3. Based on the above research work, the evaluation of Xisha islands rights and interests is carried out, and conducted the monomial evaluation from four aspects: strategic condition, social economy, natural resources and environment and risk of disaster respectively, then get a comprehensive evaluation result. The main results: 1) The highest evaluation value of the strategic condition of Xisha Islands is Yongxing Islands, East island and Zhongjian Island value are outstanding too; The highest evaluation value of social economy also is Yongxing Islands, its administrative management and infrastructure especially prominent; East Island is best in the evaluation results of natural resources and environment,while Zhongjian Island is more abundant in offshore resources, Yongxing Island and Dong island are rich in land resources; Some sandy islands have the highest risk value in the evaluation results of risk of disaster. 2) The maximum value of the comprehensive evaluation of Xisha Islands rights is Yongxing Island. Comprehensive evaluation values of 29 islands rights and interests are divided into four grades from high to low :in grade one, there are Yongxing Island, East Island, Shanhui Island, Jinyin Island, Chenhang Island, North Island, ZhaoshuIsland; in grade two, there are Ganquan Island, Zhong Island, Shi Island, Jinqing Island, South Island, Zhongjian Island, South Sandy Island; in grade three, there are Yagong Island, Guangjin Island, Kuangzai Sandy Island, Quanfu Island, Yin Island, Panshi Island, West Sandy Island, YinyuZai Island, ShiYu Island, SanzhiZai Island, Zhong Sandy Island, North Sandy Island, Xianshe Island, XixinShazhou Island; in grade four, there is Gaojianshi Island. 3) Analysis evaluation results, strategy is the main factor in all that influencing strategic condition; better infrastructure is significantly influencing social economy; The evaluation result of resources and environment are affected by both the resources and environment, and resources is closely related to the island resources, human development activities are greatly influencing environment; the strong tropical storm and typhoon are the most attribute to the risk of disaster; The evaluation result of the comprehensive rights is mainly affected by the impact of strategic condition, but the effect of disaster risk can’t be ignored.
