As the world’s leading political and economic power and the world’s largest emitter of greenhouse gases,the United States has an unshirkable responsibility and great influence on solving the global climate change problem,and its climate policy is crucial for both the United States and the international response to climate change.However,due to the polarized political reality in the United States,its climate policy has been intermittent,repetitive and bipolar,which not only makes the implementation of climate policy in the United States unsustainable,but also has a negative impact on international climate governance.After taking office,the Biden administration placed the climate crisis at the center of U.S.foreign policy and national security,and placed climate policy at the core of U.S.national policy,marking another major shift in U.S.climate policy.In general,the Biden administration’s climate policy focuses on both the domestic and international levels.At the domestic level,the Biden administration has linked climate change to job creation,economic stimulus,and restoration of equity,and has made concerted efforts to promote climate change as a whole.At the international level,the Biden administration has made climate change a major focus,seeking a strategic breakthrough in international climate cooperation by developing bilateral climate partnerships,enhancing bilateral climate cooperation and exchanges,and participating in,organizing,and leading multilateral climate action,respectively,to reshape alliances,return to multilateralism,and regain leadership in world affairs.The Biden administration has repeatedly emphasized the need and urgency of climate action and reiterated its government-wide determination to address climate change.However,in the process of implementing its climate ambitions,the Biden administration’s climate policy has been driven by both personal and partisan positive climate tendencies,the need for U.S.economic and social development recovery,and pressure from the international community,and has been hindered by domestic partisan political differences,domestic social disorder,and international factors such as the U.S.-China rivalry and the Russia-Ukraine conflict.The extent to which the Biden administration’s climate policy is realized ultimately depends on the interaction and balance of these factors.The Biden administration’s emphasis on climate change issues has determined its aggressive climate posture and actions,propelled the U.S.climate policy forward,and not only injected new momentum into global climate cooperation,but also provided new guarantees for global climate cooperation.In terms of U.S.-China climate relations,the proposal and implementation of the Biden administration’s climate policy has not only enhanced the competitiveness of U.S.-China climate,but also promoted a new situation of U.S.-China climate cooperation.In order to better respond to global climate change and safeguard its policy effects,the Biden administration should further strengthen climate cooperation with China.
