Since the Biden’s administration took office,the US government has made climate change as a cross-cutting priority both in national security and foreign policies.The US government returned to carry out policies and actions to deal with climate change.Facing the imminent climate crisis,the Biden administration put forward two major climate goals,“Net Zero Emission Goal 2050” and “Clean Energy Eevolution”,and successively issued supporting policy documents,such as the “Reduce Inflation Act” and the “Bipartisan Infrastructure Act”.Based on the analysis model of climate target-specific measures and implementation,this paper summarizes the core contents of these two major climate goals.It argues that the Biden administration mainly starts from four aspects: promoting drastic emission reduction in the transportation sector of the United States,modernizing and decarbonizing the electrical industry,investing heavily in clean energy transformation,and embedding domestic climate justice into the energy transformation agenda.We should emphasize the importance of scientific and technological innovation,strengthen social equity and environmental justice,and promote low-carbon energy transition to achieve carbon neutrality,so as to deal with climate change and integrate clean energy into the overall process of economic development in the United States.The way to achieve Biden’s emission reduction commitment is not only to reduce greenhouse gases,but to vigorously develop clean energy,optimize the energy structure,promote industrial upgrading and transformation,and strive to solve climate change as the focus,balance between economic development and energy use,and turn the climate threat into an opportunity to revitalize the energy of the United States and promote the economic growth of the whole society.Faced with plans that failed to match action on the ground,the Biden administration moved quickly to adjust its strategy.The deep motivation behind Biden’s change of climate policy lies in four major factors: the critical climate environment situation of the United States,the long cycle of the regulatory process of climate policy,the cyclical nature of U.S.climate policy,and the need for the United States to rebuild its image as a "responsible" major country.The Biden administration’s climate policy also faces multiple internal and external dilemmas.Biden’s climate policy has been stymied by internal politics as the party struggles to build consensus and experienced senior climate officials resign.In addition,the differences among trans-Atlantic climate partners,the Russia-Ukraine war and other sudden geopolitical risks have also increased the uncertainty factor of Biden’s climate policy,making the feasibility and effectiveness face new tests.How to maximize the realization of climate goals while coordinating the demands of both parties will become the main focus of the Biden administration’s climate strategy balance.established the basic framework of climate policies by clarifying climate strategic positioning,establishing climate decision-making mechanism,planning,implementing and adjusting climate policies at home and abroad.Domestically,the Biden administration has adopted a "whole-of-government" approach to promote the addressment of climate change and other related issues from three major aspects: energy transition,job creation and infrastructure investment.Internationally,the Biden administration has sought to return to the arena of global governance,including returning to the Paris Agreement on multilateralism on climate action,spearheading the Leaders’ Climate Summit,and consolidating climate partnerships with trans-Atlantic Allies.The driving force of the Biden administration’s domestic climate policy change comes from the cyclical effect of the Democratic Party’s climate policies and the spillover effect of climate issues on the social development process.In addition,the deep motivation behind the Biden administration’s international climate policies is the attempt to fight for climate leadership and rebuild global leadership by repairing the relationship between allies and attracting developing countries.However,due to internal political constraints,the feasibility and effectiveness of the Biden administration’s climate policies remain to be examined,and sudden geopolitical risks also aggravate the uncertainty factor of the climate policies.
