Climate politics holds that classic outlook of science and sovereignty of nation-states has become shackles to solve the problem of global warming. Therefore, it proposes that traditional nature/society dichotomy needs to be broken through and given up. Through exploring the process of international negotiation on climate politics from the Kyoto Protocol time to the Post-Kyoto Protocol time, this dissertation shows the problems arising from the wrestling of nation-states and the politicalization of science in climate politics. Based on the German sociologist Ulrich Beck's climate politics of "cosmopolitanism turn", this dissertation proposes to adopt Hannah Arendt- Jurgen Habermas'theory of deliberative politics as a possible approach to achieve the turn from nation-state domination theory to cosmopolitanism, and develops a plan of action for climate change from the perspective of world citizen on the basis of the confluence of democratization of science and global politics and the politics of science in which science and politics interact.This dissertation argues that the main reasons for the problems of current climate politics are due to Neoliberalism ideology. Its primary characteristics are as follows: Human beings are considered as operators who make rational decisions;national citizens are reduced as members of market transaction;states are re-defined as enterprises offering service to clients. The essence of this ideology is an interest politics, in which the relationship between human beings and the relationship between human and nature are a relationship of colonial rule. Therefore, this dissertation diagnoses "politics among nations" as "colonial politics". Arendt's concept of power restored Aristotle's civic republicanism. Based on Arendt's theory of communicative power, Habermas developed his theory of deliberative democracy, brought forth post-national democracy, and went beyond nation-state identity. He demonstrated adequately that we need "world inner politics without the world government" to implement the transformation from "colonial politics" to "deliberative politics". It is based on this perspective that this dissertation makes the plan of action for global climate possible.From the perspective of world citizen.the plan of action for climate change can be summed up as follows:Focused on the topic of climate change, the plan of action is not to be restricted in the realm of current international framework convention and Kyoto Protocol, but to organize various forms of consensus conferences that not only consist of leaders, politicians and scientists from each country, but also, more importantly, arouse citizen's action, and in particular make them exceed nation-state identity and act as world citizens to promote the solidarity of mankind.
