Secondary vocational education,as an important component of vocational education,is an important battlefield for cultivating professional and technical talents in China.However,the current teaching situation of vocational resource and environment courses is not optimistic,and the formulation of teaching objectives is inconsistent with actual needs.As a new educational concept,the OBE concept is guided by the learning outcomes that students ultimately obtain.It can effectively stimulate students’ learning motivation,highlight their subjectivity,solve the contradiction between teaching objectives and actual needs,promote the improvement of teaching quality,and provide direction for the reform of vocational school curriculum teaching.The research is based on concepts such as the OBE concept,secondary vocational education,resource and environmental majors,and related theories such as ability-based education theory,mastery learning theory,educational goal theory,and ARCS motivation theory.Through literature research,questionnaire surveys,and in-depth interviews,the teaching status and existing problems of the course "Cartography and Map Drawing" in secondary vocational education are investigated,and targeted optimization strategies are proposed.Teaching design is the core and key to implementing teaching reform.Therefore,this study is based on the course "Cartography and Map Drawing" in the GIS major of vocational schools.It studies how to carry out teaching design under the guidance of the OBE concept and applies the OBE concept throughout the entire process of teaching design.The focus is on designing from four stages: defining learning outcomes,achieving learning outcomes,evaluating learning outcomes,and applying learning outcomes.The main research results are as follows:(1)Based on the OBE concept and related concepts of resources and environment,as well as Vanderhaut and Mc Donald’s ability-based theory,Bloom’s mastery learning theory,educational goal theory,and John M.Keller’s motivation theory,this paper proposes teaching based on the OBE concept,which is mainly divided into four points: teaching goals emphasize the improvement of students’ abilities;The teaching content meets the actual needs of students and society;The teaching process emphasizes the subject status of students;Diversified teaching evaluation.(2)By analyzing the current teaching situation of the course "Cartography and Map Drawing" in the GIS major of vocational schools,it is found that the main problems currently exist are four points: Students need clearer teaching objectives;The teaching content needs to be consistent with actual needs;Traditional teaching methods are single;Teaching evaluation is still mainly based on teacher evaluation.(3)In response to the current teaching situation of "Cartography and Map Drawing" in the GIS major of vocational schools,optimization strategies are proposed under the guidance of the OBE concept: by defining learning outcomes,students can clarify their learning objectives;By analyzing internal and external needs,select the content that is useful for practical life;Selecting teaching methods based on the principle of student-centred approach;Teaching evaluation adopts a combination of multiple subjects and the entire process..(4)In specific teaching practices,it has been verified that the teaching model based on the OBE concept can enhance students’ learning interests and encourage them to participate in the classroom actively.According to the analysis of teaching effectiveness,students have significantly improved in theoretical knowledge,operational skills,professional literacy,and other aspects.This study investigates the current teaching situation of the course "Cartography and Map Drawing" in vocational colleges,analyzes the problems in the process of talent cultivation in vocational colleges,proposes targeted optimization strategies under the guidance of the OBE concept,and conducts specific teaching design and case analysis for talent cultivation in vocational colleges,to promote the comprehensive development of students in relevant vocational colleges.
