Multi-level Analysis Of The Global Biodiversity Governance System

Based on the theory of multi-level governance,this paper analyzes how the multi-subjects in the multi-level governance system of global biodiversity interact and evolve,and the main driving force of the multi-level governance system of global biodiversity.Based on the analysis of multi-level governance theory,this paper takes the historical evolution of global biodiversity governance as the starting point,takes the two key factors of institution and technology as variables,and takes the three levels of international,domestic and individual as the main body,so as to make a complete description of the global biodiversity governance system.The conclusion is drawn that it is precisely because of the existence of the interaction mode between the multi-subjects that promotes the formation and development of the system.Through the clarification of the text,the global biodiversity governance system includes the joint participation of multiple actors,from interest groups and international organizations at the international level,to sub-national actors,cities and local governments at the domestic level,and then to the grass-roots production organizations at the individual level.,enterprises,etc.,all have different effects on global biodiversity governance,and promote the continuous improvement of the biodiversity governance system.At the same time,in the global biodiversity governance system,institutions and technologies are also important factors that affect international,domestic and individual biodiversity governance.Not only that,although China has made certain achievements in global biodiversity governance,in the long run,China must promote the construction of the biodiversity system and mechanism and the rule of law for biotechnology safety,so as to maintain the overall development of biodiversity..
