| This paper uses the compound multi-level governance theory to analyze how the multi-subjects in the global climate multi-level governance system interact and evolve,and present the main driving force for the formation of a global climate multi-level governance system.Moreover,this paper analyzes the main bodies involved in governance in the global climate governance system,at which level these bodies are located and how these bodies interact within the hierarchy,and also includes the relationships and interactions among bodies and different levels.Therefore,under the framework of multi-level governance analysis,this paper starts from the horizontal and vertical dimensions,makes a theoretical analysis of the multi-governance subjects in the global climate governance system,and clarifies its role and actual use.Through a detailed analysis of the game and compromise between different actors in the system,it is concluded that the actors interact with the two core variables of the system and technology from the horizontal and vertical dimensions.Because of the existence of these four basic modes of interaction,the conclusions of the formation and development of the system are promoted.Finally,the conclusions were verified by the actual case of China’s participation in the process of dealing with climate change.This paper finds that the global climate governance system has its own internal logic,which provides impetus for the orderly integration of green low-carbon technologies,climate policies,and knowledge innovation.The global climate governance system involves different levels and different actors,which are increasingly networked under the impetus of official promotion or self-interest.The formation of such a network not only promotes the self-improvement of the climate governance system,but also enhances the ability of interactive learning and innovation.The institutions and technologies that address climate change have become the two pillars of the continuous improvement of the global climate governance system.The international community focuses on the game between institutions and technologies,and makes cooperation in dealing with climate change possible.This game model in the form of institutions and technologies is not only suitable for analyzing China’s participation in global climate governance,but also for analyzing other countries’. |
