Research On The Problems And Countermeasures In The Management Of Water Resources Conservation And Utilization In Kunshan City

With population growth and rapid urbanization,the water resource crisis has become a major bottleneck for sustainable economic and social development.This is not only a control issue in the natural field,but also a policy issue in the social aspect.Since the 18th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has vigorously promoted water conservation throughout the society,proposing a water control policy of "water conservation priority,spatial balance,systematic governance,and dual efforts",placing water conservation at the forefront;The report of the 20th National Congress of the Communist Party of China once again emphasized the need to promote the conservation and efficient use of various resources,acceleration of the development,promotion and application of advanced technologies for energy conservation and carbon reduction,and promotion of a green and low-carbon production and lifestyle.It can be seen that water resource conservation and utilization has become a key focus in current and future water resource management.It is necessary to save the "stock" of water resources and avoid water resource waste;We should also seek "incremental" unconventional water resources and promote rational utilization.Although Kunshan is a water rich area,it faces the dilemma of water shortage due to water quality.ranking first among the top 100 counties in China in terms of its economic strength for 18 consecutive years,Kunshan also has successfully created a national water-saving city and was ranked one of the top ten counties meeting the national water-saving society standards in the Taihu Lake basin.On this basis,this article focuses on the management of water resources conservation and utilization in Kunshan City,providing reference for Kunshan City to further achieve the overall goal of "big city,modernization,and sustainability".Based on reviewing relevant literature and experiences on water resource conservation and utilization at home and abroad,this article comprehensively sorts out the achievements of water resource conservation and utilization in Kunshan City,analyzes and points out the current problems such as lack of standardized implementation of work,low degree of market-oriented management,low consensus on water conservation,and less forward-looking exploration.The article also further analyzes the reasons focusing on the imperfect management mechanism and decentralized management,inadequate policy incentives,lack of market regulation,insufficient public participation,inadequate publicity coverage,and lack of innovative management methods,as well as the absence of a well-established supporting environment.Using the theory of public goods and policy tools,it is proposed to give reasonable play to government functions and strengthen supervision and assessment on the basis of doing a good job in top-level design;to properly select policy tools for market regulation,social mechanisms,and hybrid mechanisms,encourage public enterprises,private enterprises,non-profit organizations,and public groups to participate in management,fully leverage policy benefits,and ensure the achievement of the goal of water resource conservation and utilization management.
